| Show GIVE THEM PLENTY OF TIME for the spaniard at best is a stow machine washington aug 5 with a realizing benee ot grave political problems that must be solved by senor sagasta Sa gaeta the spanish premier before be can finally assent to abo united stages demands the administration is not surprised that the answer from tho spanish side has been delayed it is believed that the premier has made up his mind to accept the conditions but while in that decision he 8 supported by a majority of his cabinet be finds it necessary to secure the adhesion ol 01 leaders of other parties in order to guard against disaster in the future spanish methods never have been known for rapidity and it is said present is the first case ol 01 record where the spanish cabinet has acted within a day or two on a matter so important as the pending peace proposal therefore it is scarcely expected that the last and decisive answer will be forthcoming immediately so far as can be learned there has been no further communications between the state department and the french embassy since wednesday noon assuming the report that sagasta is seeking minute explanations of the details to be adopted under each head of the presidents note it is probable that thesa explanations pla nations are being furnished to M cambon himself him relf at any rate he has made no further application to the state department for information and it is eaid there that he is so fully advised now of the presidents intentions that there is no occasion for him to do so washington aug 5 the cabinet convened in regular session promptly at II 11 today some special significance was attached to the presence at the session of the naval board of strategy of rear admiral Sicard Commander crownshield and captain mahan who came over together closely following secretary long who was the first to join the president commander crownshield later returned to the navy department evidently to secure additional papers for the consideration 0 the cabinet the definite and long expected answer ol 01 spain to this governments terms had not been communicated though it had been expected this session of the cabinet might have the opportunity of considering the formal spanish note of acceptance secretary of state day in entering the cabinet room put at rest all reports that the formal answer might now be in the possession of this government by baying that the answer of spain had not reached this government questioned re gardine the statement from madrid that the reply would not be transmitted until early next week secretary day said he knew nothing of the plans tor sending the reply and bad no understanding as to when it would be made know to this government As to the situation at santiago he said four regiments would be embarked for the united states tomorrow and others would follow as rapidly as practicable everything possible is being done to hasten the departure ot the troops and it is expected before the closing of the coming week nearly all of the troops will have left that part of the island A message from gen shatter was read at the cabinet meeting which reported that discharges from the hospital were over in excess of the number ot eick par day this leaves the officials to bo bieve that the seriousness serious cess of the situation may be overstated but this fact will not in the least interrupt the prompt departure of the troops |
