proposing an amendment to the constitution that the following fol article ba proposed to the legislatures of the several elates as an amendment to the constitution ot the united states the term of office of president and of the fifty sixth congress shall continue until day of april in the year 1899 at noon the senators whose existing term would otherwise expire on the jtb day of march in the year 1899 at noon the senators office rune until noon of the day of april succeeding subsequent to expiration and the day of april at noon shall thereafter be substituted for the jtb of march as the
