very quickly we appreciate the great work of the pioneer power company but at the time the public are en titled to the lowest rate and if it bo determined by the council that the r union light and power company have this contract let it be said that they do T the work at least as cheaply u we have bid and we respectfully protest against the adoption of this contract the vote was then taken and
