question ie receiving rece ivine a great deal of attention in both branches of the assembly ben niona bill for an amendment to the constitution doing away with the ee parate maintenance of city and county schools in the county has passed the house and assurances are given that the senate will pass it today thore beene bill to add half a mill to the elate school tax was considered in the house and bill to revise the school estem of the state and make a county a school district excepting large cities is favorably regarded by a number of members of both the proposition is openly mooted to levy a state tax sufficient to support all the district schools in state doing away with bocal assessments entirely in support of such an idea the clause 0 the constitution is invoked which peremptorily requires abe legislature to maintain a free school for all the children in the state it ia that this is not now being done because abe funds raised by local taxation are insufficient to keep abe schools running more than a lew months each year what the legislature will finally do in abe way of school legislation ia doubtful but it beeme hardly likely that extensive or radical changes senate I 1 have the honor to return senate bill no 17 entitled act authorizing thor izing boards of education in cities of the terrt and second class and school trustees of school districts to submit to qualified ele etore be proposition to incur indebtedness in addition to abe school taxes for the current benr without my approval I 1 am iu harmony with alie object of abe bill but in its present form I 1 believe it might be construed to authorize boards of education and eshcol trustees to incur indebtedness beyond the con limitation section 4 of article 14 of the constitution provides that no city town school or other municipal corporation shall become indebted to an amount including existing indebtedness exceeding four per of the value of abe taxable property therein senate bill billip Jp 17 authorizes boards of education and school trus leea it voted favorably upon by the qualified electors who have paid a property tax etc otc to incur and create additional indebtedness in order to maintain and support their schools tor the current year or any part thereof supposing a board of education or school district had outstanding indebtedness to the amount of 4 per cent of the value of the taxable property therein and yet a necessity extend to create additional indebtedness in order to maintain its school for the current year to incur such additional any purpose even by of the taxpayers tax payers would ba an infringement of the constitution if a proviso be added such indebtedness within the constitutional limitation of 4 per cent of assessed value of the property in the
