captain ugh gordon peter B ainey theodore batro ool thomas hurley of texas col J M faulkner of florida chas canda and everett P wheeler and dr william everett 0 massachusetts promptly ata robert A chairman of the sate committee of the national democratic party of new york stepped to the front of tho platform and opened the proceedings he said that the good old ship democracy was going on the rocks when the indianapolis convention took her in charge placed competent men at the helm and was now manning her for the tight which would bury watson asni and Sewall ism trumpet would have difficulty in lepur n reding them lie then introduced ex governor roswell P flower the chair man of the even ng who said fellow democrats we are met to ratify the nomination and platform of the national democratic convention licad at indianapolis we are democrats and not populists lists we are in favor of liberty regulated by jaw we are not revolutionists we believe in maintaining hiir form of government in its full vigor the legislative department to make the lawe the judicial to ex pound them and the executive to enforce them we believe io law and order not in riot and disorder we be lie vein dollars of full intrinsic valc e measured by the markets of the world we are not fifty cent democrats we favor a tariff tor revenue only we declare that the government should not eneato in the banking business but we are opposed to fiat money we favor the merit system the fewer spoilers the less in party politic we believe in economy in any department ol 01 government we indorse the adain admin cf president cleveland our principles point the way to stability in government not to doubtful expert ments to confidence in business not to uncertainty to prosperity not panics fellow democrats let us take no step but march in solid phalanx abor the preservation of our glorious re public and with it the grand old democratic party its ark of the covenant for is safe in the hands of our standard bearers nominated by the indianapolis conven lion palmer and bucknor and I 1 now take pleasure in introducing the tall 0 the wabash my old colleague A in congress wm D bynum congressman bynum was received with cheers he started in bv saying that after thirty years in political life as a democrat he found liim nelt unable to support the ticket nominated at chica go for he did not believe the to be democrats congressman bynum went on abl iowa if there is any principle that is cardinal with the democratic party it is the belief ot that parly from the very foundation of its organization down to the present time in the maintenance of the sound money this is the all important question in this campaign our volume of money consists today ot gold coin of of silver in ot greenbacks and about two hundred and ten or more million dollars of national bank currency of treasury notes issued under the bacr man achand about of currency certificates issued under the act of 1872 all this money circulates not only throughout the united states but all f over the world on a parity with gol 1 and what the national democratic party which assembled at indianapolis a d r promulgated a platform and nominated a ticket insists that all this money shall be maintained at a parity with gold oar silver dollar today ia worth not only one hundred cents in the united states but worth one hundred cents all over the world and what we democrats that oppose the free and unlimited coinage of silver in tendis that it shall be maintained at a parity with gold all over the world while the n value of our silver dollar is cents the bullion value or the value of the silver contained in that dollar not only in the united states but everywhere ig only 53 cents it the policy ot the platform at chicago is carried out and our mints should be opened to the free and unlimited coinage of silver the effect would be to bring the monetary and the bullion balue of the silver dollar together either the mon detary value of that dollar would come down from cents to filly cents or the bullion value of silver in that dollar would rise from fifty cent to cents or one would come down the other would go up until the two met at some point between the bullion and the monetary value mr bynum went on in an extensive presentation of the arguments against free silver ue said that before the indianapolis convention democrats were afraid to mention the sold standard but that since the convention they spoke out openly he said that a good way to cure the free silver people would be to retire all the and two dollar bills in tho country and force the of silver dollars declared that the abo bryan supporters that free coinage would advance silver is a fallacy As mr bynum was closing his re marke the two candidates appeared on the platform general palmer was escorted by abas a fairchild who a secretary of the treasury during president first term genera buckner was escorted by state commit teaman john dewitt warner the candidates were greeted with nearly applause and three cheers for general palmer were given with a will and the band played hail to the chief general palmer placed himself on a footing with his audience by a few happy off band remarks these were vigorously applauder eJ then aft took his manuscript and read the speech general palmer eaid 1 I am here this evening in the attitude of a candidate for the presidency 0 the united states lass than a month ago I 1 expected this appearance as little as any one of my audiences on the third of september the convention of national democrat representing forty one states assembled in indianapolis and honored me by presenting my name tor the consideration of the people of the united states as a candidate for the chief magistracy ot the republic I 1 do not know nor do I 1 believe that a single delegate to that convention expected that I 1 could be or would be elected to alie presidency in fact in the preface to the declaration of principles adopted by the convention it did not assert such an explanation the convention was compo fled of stern resolute men they were the democrats of 1892 who their efforts to the election of that ainest manly democratic party of whom the convention eaid the n delaty dell ty patriotism and coi ragi with which president cleveland has his great public trust the high character of hie administration and coer by in the maintenance tf t f civil order ami the enforcement of law regard for the lights of every class and every section its firm and dignified conduct of foreign affairs and its in upholding tha credit and honor ot the nation are fully recognized by the democratic party and wilt secure to him a place in the history beside ithe fathers of the republic we also the administration for the great made in the reform of public ew vices and we demand that no backward step be taken but that ho reform be supported and advanced until the tin democratic in of menta shall be eradicated after tuis juaa and asu de served tribute to mr cleveland the convention further eaid in its assertion of party principles tile party ie pledged to equal and exact justice to all men of every creed aa condl editions dit ions to the largest of the individual consistent ath government to the preservation ot tho federal government in its vigor and to tho support oi the elates in all their just rights to public expenditure to the the public credit and sound money and is to paternalism and all class legislation this declaration embodies alie hemoc Ji dickon ckon and cleve land the delegates to the indianapolis convention ven tion I 1 havo said were democrats not republicans or populists lists bedoe the assemblage of the chicago convention they desired and honed for the unity of this great and party and they would have made any ordinary sacrifice in order to maintain that unity but when they saw the work of that convention they had no further hope and felt constrained av 1 to announce to the country then that the declarations of the chicago convention attached individual freedom the right of private contract the independence pen dence ot the judiciary and the authority of the president to enforce federal las they advocated a reck lesi attempt to increase the price of silver by legislation to the debasement of our monetary standard and threatened unlimited issues ot paper money by the government they abandon for republican allies the democratic cause of tariff reform to court the favor of the projectionists protectionists in viesa of their fiscal heresy and other grave departures from democratic principles we cannot support tho candidates of that convention nor be bound by its acts the democratic party has survived many defeats but could not survive a victory won in behalf of the doctrine and policy proclaimed in its name at chicago it will be seen that the convention was not composed of democrats who would tirel vote the ticket and then read tho platform nor was it composed ot that particular type of democrat who seemed to flourish with so this noble state of new york it would not aa possible for any delegate to that convention to vote for the candidates nominated in chicago and reject the platform as unsound and dangerous it therefore spoke in no uncertain terms in condemnation of the platform I 1 adopted by the conventions in chicago and st louis the chicago convention was regularly called and if it had adored to the feitli the organization which I 1 represent would havo been entirely indeed thousands of democrats today have such respect for orderly and regular organization that they feel almost constrained to submit to authority that some democrats should doubt thy policy of resistance to the action of the chicago convention is but natural that convention assembled claiming to bea regular democratic convention and thousands of us who resists its action do so only because it was perfectly false to democratic principles democrat can object lo 10 the condemnation of the chicago platform of arbitrary interference by federal authorities in local so much is the well understood democratic theory of the proper relations existing between the states and tho general government but the real meaning is well understood to havo been intend edas an endorsement of the governor of illinois hisses and a condemnation dem nation of the president or acts abich were unanimously approved by the senate oi states and were strictly in conformity with his duty as the chief magistrate of the ic public that part of the platform which re to the money question attracts the largest measure of popular attention and it is to that clause of the plat form and the corresponding clauses ot the platform adopted by the lie convention that I 1 propose to direct attention to briefly I 1 repeat the statement that the indianapolis di convention in general terms asserted the true relation of the democratic party to the interests of abra great country the chicago platform declares and that the money question i paramount to all others at this time the free coinage of silvar aa interpreted by meana the advance in value of all the silver bullion and coin and indendi all commercial elverto equality in bom mercial value with gol the real then is can the american people by a law authorizing authorising autho rising the unlimited coinage of dollars ou private account on the ratio of 1 to 1 of gold with tender for all debt and dues public and aji batey make the eikvar coinage of the worldon worl dot equal and vahie and ef equal power ia the markets and in the payment of debts with all the sold coined in the world this statement of the question ia made in unusual form but neither its truth nor its exactness will be questioned by ny thoughtful after he has fully considered si th rapid methods of modern intercommunication and the aali aliea ot life in my judgment results euch ae 1 liaw described impossible proposed ol 01 by the I 1 admit that silver bullion may be advanced in commercial value by its increased but no advance to a parity with old is possible and the whole result ef the measure cilibe the depreciation e th evalue of the coinage tha ain of public and credit the oi tb disturb ance of values and the of all american industries every interest is opposed to this ruinous measure the party true to it principles and traditions is compelled to oppose it it invokes the teachings and policina of its revered sages to arrest the de of that gretat party and save the country from humiliation and dishonor the united stated must continue coati nue to enforce its own laws by ita own methods in the states and elsewhere tha courts must be sustained in the exercise ot their largest authority if legislation ie necessary nece scary to enlarge espanda limit or define their jurisdiction that proper must be adopted by alie law making departments of the united states and of the respective slates the aa credits ot the united states and the several states and the municipalities ot the states must be maintained the people must not be invited to repudiation to thwart these other disastrous consequences the national democracy invitee the cooperation of their brethren and of all the people when general palmer finished and bad been cheered to the satisfaction of the crowd mr flower introduced the candidate for vice president general bucknor was received with great bowed bis edgemont ed gement some one shouted three cheers for the southern general which was given while the band enlivened the scene with dixie general buckner referred the cordial reception southerners received at the handa of new york audiences and then branched into a review of the issue of 1861 64 ond its relation to the present alleged attempts to revive sectional questions general buckner then dissected the chicago platform and told his story of the musket handed down from former generations which had none of the original parts remaining except the touch hole he eaid that is all that is left of the chicago platform continuing be said and yet we are told fellow citizens that we must vote for the nominees of that platt and as the old democrat said what kind of candidates have you on this revolutionary platform that you boast ot wo have on ia said the chicago man those who ought to corn mand our earnest support our candi difate for president is a man of such colossal colo esal proportions that ho can stand on three platforms at the sami time he has bolted the democratic ticket when a candidate was foamed by a convention in which he sat as a delegate it is averred that claiming to be a democrat he voted for the candidate for against grover cleveland and he has announced in more than one place that he will bolt any democratic ticket which did not conform in its platform with his own individual preferences such a man therefore ought to command earnest support as a democrat bays our chicago friend I 1 dont recognize thai at all but our friend from chicago bays you must support him because ho was regularly nominated the |
