Show report washington oct I 1 the anneal report of captain P II 11 cooper superintendent 0 the naval academy chowe that during the year past twentysix twenty six cadete failed to pass the examinations and were permitted to resign no vacancies were caused by death or the superintendent argea that the limit oi age permitted by law lor the entrance of cadets ie too treat end that it be established between 15 and 17 year in view of the urge percentage 0 failures of candidates to pass upon re examinations lie recommends the adoption of the practice prevailing at the military academies by which the consent of the academic board is necessary for reexamination he recommends also that the elections for the various corps in the navy be made at the conclusion of the lour years course at the academy and that alio surplus graduates may then be discharged doing away with the additional course of two years afloat appointments he bays should be made one year in advance of in order to afford proper opportunity for preparation of the candidates the superintendent that the appliances for the practical training nt cadets are and as seamanship cannot be taught alone by precept he asks for two new practice blimps |
