submitted his annual report to the postmaster general I 1 is a review of the work in abe department under his charge for the year ending june 1801 ard contains his actions for improvement of abe bervice Eer vice mr jones recommends legeia tion ta protect the postmarking post marking stamp in use at post offices as the stamp Is now beine used for unlawful purposes lie renews his recommendation matter presented for mailing and this department bs been called upon to civo instructions in such matter instead of the name being written or placed on the envelope by the band stamp it has been in sonje instances improperly print abe speeches therein con fahed have borne advertisements for the formed no pan of the congressional record and therefore are subject to postage third class matter in addition to ibis some of alia packages sent by mail under the frank of abe member have been found after delivery to contain printed matter outside of the congressional record and public document sand are therefore not under abe laws above quoted the literature being sent under seal the is of course unable to detect every violation theres Th ereis no penalty attached to the misuse of the privilege hence no action can be taken by me farther than to call the attention of uie number to the matter As this department is required to carry without one of revenue of additional limitations should be
