postponed but thoi hughly welcome to every true patriot although hampered witt dilatory and distrustful provisions never before upon an incoming state in this long sought and well de served legislation the great fact looms up that utah is now offered sovereignty I 1 and bell government and that she may be enrolled as a coequal co equal among the commonwealths forming the grandest nation on earth without attempting to disparage the earnestness and zeal of the democracy for belf governing powers it must be borne in mind that the division republicans were the first to demand the full autonomy of statehood when the democracy put in their bill tor a home rule government the republican party of utah introduced into congress through senator toller their enabling act for full statehood powers in this brighter light the home rule project was completely eclipsed and tell stillborn still born into merited oblivion in this higher truer and broader legislation which brines us to the end of territorial pilgrimage ye I 1 can most earnestly congratulate our delves that we are not today crippled and humiliated with the proposed home rule regime which would be a hideous monstrosity among the full born elates of our great republic in all thin procedure the republicans republicana ana refused to accept anything less than the full powers belonging to legitimate birthright into the union and herein are shown forth the republican genius and spirit with reference to the evolution of civil government in its highest form in utah they sought that and that only which belongs to every american citizen the liberty and sovereignty of belf government and largely by their watchfulness and persistency this higher of statehood rather than a limited home rule expedient has been achieved for the people of utah in this concoction it ie important to note the fact that an election soon to bo held will determine the members of the constitutional convention whose duty it will be to frame the organic laws for the guidance of the forthcoming state As the members of the said convention will be elected on the general election dy in november and as they will be elected by party votes and party action rather than independently it becomes the duty of every voter to consider the character and merits of the respective parties with reference to the interest and future welfare of butali every mn who desires the uplifting and up building of industries and who seeks the prosperity and progress of our people must calmly and dispassionately look at the attitude of the two great national parties toward those industries upon which our wealth and our welfare depend the question presents itself to us will wo and support fit the ballot box the party which demands free raw materials of which we in butali are pre tho producers euch as wool lead an coal or will wo uphold that party mollo has ever been protection not only for tho labor expended in the production ot raw material but also for the men ani women of america against the degrading and impoverishing inz lalor systems 0 monarchical europe to abandon the principle of protection is to give our work and pay our money to the masters cf cheap labor abroad when we import labor products from abroad the productive industry of our own laborer wo also import the industrial and economic conditions of foreign countries we import their high per of pauperism and their low standard of living and in doing this wo jeopardize the magnificent educational systems of we are justly proud and for which utah ie already famous all such institutions the fruit and outgrowth of material prosperity aad when we our prosperity we at the same time destroy all those benign eliat are dependent upon it we can but warn the people of utah that the un american free trade policy is a deadly tree under baleful shade our every inte reet both elate and u dional is withered and impoverished thero Is no exception iu the history of our country wherein this policy has not been the signal of hard times and disaster it torna back the hands of pr ogree upon the ciul of our it invoke the lurking genius of reaction aad retrogression gres sion I 1 it turne it eyes from the future and gazes into the bewilderment of the past I 1 it give allies for beauty and fills the land with the wail of desolation I 1 we trust that butali will bo diee enough to avoid commencing her statehood career with blunders and disasters lu herent in and flowing out from free fiade policies As protection and progress have been in all the abt of utah as sanctioned and promulgated by all her great leaders 0 o let cardinal of prosperity be deeply embodied in her organic law by providing freely and generously for institutions which pose and imply protection and progress and if this be done the people will not fall to honor the parly which Is the most eminent representative of great principles |
