Show SELECTING candidates as to the method of choosing standard bearers I 1 have been asked to explain what I 1 meant in my letter of recent date by kicking against the way the political machinery of utah has been run I 1 will therefore try and enlighten those that seem to be interested by first telling them what they already know the way that candidates have heretofore been selected and then give my idea as to how they should be selected it has been the custom to select eo many delegates from each precinct in the county and then let those delegates dele eates select the candidates at a convention called for that purpose that looks fair enough but let us reo how it Is executed in the first place the committee or one 01 two leaders self constructed como timo prior to the election of those delegates pick out the names of tha delegates and interview them to be certain that they will support certain candidates and it it should happen that any of those selected do not agree to the proposition his name is dropped and others that will the candidate are substituted the leader or leaders also have a mode adopted whereby they can get those men selected without opposition by having ane chairman already selected and the chairman understands the whole thing his part is to put the motions and declair them carried and the result is that a committee of three is selected to select the number of dele kates which be or they already have selected and a list in their pockets already pledged 60 you can see that about four run the whole tiling al there may be or voters present that is the way the primary conventions are held and the delegates elected understand I 1 do not say that the central committee instructs cr approves this mode 0 procedure but I 1 do say that it is the duty of the committee to seo that such things are not done and the only way to accomplish eliat in my opinion is to change alie plan of setting candidates anio the field so that every voter will havo a chance to say who he wants for certain offices I 1 believe that such a plan can and ought to be adopted by the central committee it seems to me that the follow yi plan would be a good one and would give entire satisfaction to every voter let the committee call a primary election in each precinct appoint two judges and one clerk obeaid let them be sworn to carry on eaid election fairly and honestly and make returns to the committee after which the votes are canvassed and the result announced by the chairman thereof that will give every man that wants to put his name before the people an opportunity to do su and voters will leave u cliance to select the men they want and the are always willing to submit to the majority without kicking but some will say who will pay the expense of this primary election let each candidate pay his proportion of the expense which be will gladly do and the cost to each candidate will not amount to over let the names of each candidate be printed on one ticket and the voter erase those be docs biot wish to vote for after the candidates are in the field there will bo no voter that can kick he has bad bia and is willing to submit to alie majority and they cannot call the candidates ring candidates it feema to me eliat rome lucli plan should be adopted and from indication must be in order to succeed it would be necessary to call a convention immediately after the primary election to ratify alio nominations and aleci fcc this or como similar plan will do away with all rings and all bicke and I 1 trust the central committee of the republican party will adopt something of the kind before it is too late to carry it into execution the same plan should be adopted in electing candidates for delegates to the constitutional convention hoping my explanation is lucli that those who wish can understand I 1 will clore by baying that I 1 will vote the republican ticket whether my suggestions are adopted or not for this reason that a ring republican is preferable to a ring democrat populist or any other therefore I 1 will hare my choice any 8 july |
