of his bill for the irrigation and reclamation rec of and lands tor for the protection ol 01 forests and utilization of pasture lands and for other purposes the senator in in calling up ins his bill for consideration declared his purpose to be to establish first the value of irrigation as an aid to agriculture and its special importance to th the e united states second the necessity of giving serious serious and helpful consideration to the subject of improving ing our and arid lands without delay third that the method of reclaiming the and public lands of the united states states pio proposed posed by the bill is is safe and equitable and will vi ill prove satisfactory to the nation at large and bring about reclamation la of the largest possible portion of alie and area in the most speedy and economical economic alway way it is is generally conceded 11 eaid said the senator that r something should be done to aid in in the dc development of that part of the west known as theand the and region the present land law laws s are inapplicable to that section and the importance of prompt legislation can not be overestimated the bill provides brov ides that all public lands belonging to the united states situate west of the ninety ninth standard meridian of longitude west from greenwich and cast of the summit of the coast and cascade ranges of mountains which are not more valuable for minin mining than agricultural purposes nor embraced in in any mining homestead or other claim initiated under the public land law laws s that are to bo be hereafter liere after perfected in in accordance accor dince therewith therow ith or were w ere heretofore specially reserved by the united states for any purpose be and the same are hereby granted to the aforesaid states and for the purpose of aiding in in the reclamation thereof upon certain specified condi editions dit ions among which arc are that each N such state and territory shall proceed without delay to divide Us its area into irrigation districts district sand and to provide for the distribution of the public waters to eaid said districts and further to engage in in the actual work w ork of reclaiming said lands by conducting water thereon by the construction of requisite canals reservoirs doirs and other necessary irrigation works sd ed as to accomplish actual and successful cultivation of agricultural products so far as such lands may be capable of reclamation by a proper water supply and each of said states and territories territories shall continuously engage i in good faith according to its ability in inthe the work of reclamation until the whole area capable thereof shall have been reclaimed for tho purposes afore aforesaid zaid it is is provided that if at the end of ten years any state or territory has not proceeded to carry out the provisions of the bill in in good faith falth the pret president ident shall announce the fact to congress and the united states may then resume title to all lands as shall then remain wholly for the purpose only of continuing the work of reclamation as Oon congress gress may provide and determine and all lands useful only for pastoral purposes shall remain with or follow as the caso case may be the adjacent reclaimed or reclaimable land landi i and as an adjunct thereto the states or territories may mortgage pledge or conditionally sell the lands granted or such portions of them as may be necessary for the purpose of raising raising the requisite funds to accomplish reclamation and for no other purpose provided that said transfer or incumbrance shall reserve the express condition that the land lana shau be owned and occupied as to the number of acres granted each settler according to the provisions of the act whenever sale thereof shall be completed the bill further provides that each of the states and territories tern tones may enact laws providing for the sale of the necessary lands for town towne sites ites and right of way purposes such lands as shall have been reclaimed and thereby made subject to agricultural use shall bo be sold to actual settlers only in in tracts not exceeding ICO acres of irrigable land in in addition to which eacle settler shall be entitled to acquire non irrigable lands to such an amount as will w ill increase ins his holdings to a total acreage of not more than acres all such entries of irrigable or other lands to be made conformably to legal subdivisions cueli lands to be s sold old to each settler at the prices and under such regulations asto as to entry andeer and perfecting of title Us las shall be fixed and provided by the respective state and territorial legislatures all irrigable lands to bo be sold to such settlers at prices not exceeding the cost of reclaiming and on such terms of payment as may bo be prescribed by law jair and rion non irrigable ian lands do taken by settlers to be batad at a price per acre and saia sa states and territories may enact laws for disposal of lands under homet tead entries in tracts not exceeding acres in legal subdivisions to each homestead dettla settler no settler to be entitled to enter more of different watersheds hy do graphic basins or parts thereof in which cases the said natural boundaries and barriers shall prevail the timber lands and reservoir sites granted shall not be soi dby any ia 8 state tz ot r territory but shall remain the property of the state or territory as cat climent areas for collecting and conserving the water to be used in irrigation but timber needed for domestic manufacturing or r mining use in instate state or territory may be so used subject to the laws enacted by the legislature thereof and any state or territory to which the act applies shall have authority to provide by statute for the sale of surplus timber for the protection of forests for the growth of young timber and for the use and protection of the reservoir sites by and for the people residing in said state or territory 0 senator warren lias has given the subject of reclaiming the arid and lands his thoughtful attention and careful baudy with the result of evolving a plan which cannot be improved upon for making valuable the millions of acres of land in the arid and region of the west which are now useless and valueless the government of the united states would be the gainer in every way by accepting senator warrens plan for settling up the country the arid and lands comprise two fifths of the ara area of f I 1 the united states and if reclaimed icel aimed irrigated irr and cultivated would support more people than now exist in this connary con the bill is all right and ought to pass 4 and our sister state of wyoming lias has reason to be proud of senator warren who although one the new senators the washington post says has already achieved a most enviable position among his colleagues ho ile is the chairman airman cli of the irrigation committee a position for which he lie is peculiarly fittan by reason of his extended knowledge of and experience peri ence with this sub jact A mah man of strong and independent thought of vigorous action of frank dealing and of manly characteristics ho lie has won ivon the esteem and confidence of his fellow sen acors and of those high in national authority and has already began to carve out
