Secretary Foster's recent alleged free aud frank, discussion ol the condition ol the Treasury of the United Stales is lite forerunner of some republican juggling with the figures purporting to represent the condition of the Treasury that will probably take place as soon as Mr. Har-rison returns to Washington, that is, in the ne-- .t statement oi the public uebt, Wiii:h will be made public June I.
