Show THE legislature EGIS LATURE IS eiehl robbing boards of control of their rights WHAT THE GOVERNOR THINKS OF IT were it not for the public interest he lie would veto the allf alf the total appropriation appropriations the last day ot of the thirtieth utah legislative session is id at an end both bouses took the final adjournment a few moments after 5 tola tide aftem afternoon oon tee the proceedings otto of today to day were with one or two exceptions devoid of interest it befog being nearly noon before either house re earned session in the hocee mr mathieson Mathi eaon chaplain via was presented with an elegant bible ty y the house members and officers the following communication from the governor was received after which ft it was sent to the council and the final adjournment taken OFFICE t PALT SALT LAKE LAKES march larch 12 1892 hon ilon W 11 II speaker sir I 1 have rece received ivel if F no entitled an act making appropriations for general purposes I 1 notice an unusual provision affixed to the appropriation for an addition to the agricultural college it is provided that the money shall be expended under the direction of three thre 6 persona persons named it is usual when some public work is undertaken and nd when there are no properly appointed and qualified officers to do the work to name the agents of the state in the creative act but in the case of the A agricultural 9 ri college there was no such necessity or excuse I 1 have received from the chief clerk of the council counci an official notification of the confirmation without one dissenting vote from the majority party of the persons who were nominated to ba trustees of the agricultural college irrespective of party or creed they aro are men cf c experience character and capacity it has been the uniform practice of the legislature to entrust the expenditure of the money appropriated to the use of the public institutions to the supervision of the boards in control of their affairs for the firs t time in our history an exception is made the time honored custom la to do departed from and an unmerited slight placed upon honorable men the motives motive a which have prompted this unjust action are wholly partis partisan 11 meagre it this action waa was embodied in a measure by itself I 1 should treat it as it deserved but it is included in the bill which makes appropriations for t 40 9 use of the public in institutions s t andhor other purposes purpose 9 I 1 am therefore ther e fore constrained to calvd my in objections in the public Inte interest which L interests must not ba be sacrificed on the altar of party or personal hate I 1 am very respectfully A D THOMAS governor the total amount of the appropriation bill WM special bins bills interest on present indebtedness and new bonds grand total 25 the bonding bill passed during the day granting the territory ane right to bond for when so bonded the I 1 territorial debt der will be |
