during the paris exposition of 1889 and aud met again in sri london july 1890 and adjourned to meet in home rome in november 1891 1901 this is a voluntary meeting of persons who either are or h have a ve been members of national parliaments lia ments or congresses it originated I 1 in a the address of members of the british parliament to the pi Pie aident of the united states in 1887 him to enter into negotiations with great britain france and other countries in order to establish a system of arbitration tra tion owing to the fact that the united states congress was 28 in session 1 during hot the united gro states tates in 1893 shall take place II 11 A universal peace congress A series of peace congresses commenced in 1849 have taken place simultaneously with the above mentioned parliamentary conferences the third congress which like those previously held is to be composed of the delegates of the vario various us peace and arbitration cocie societies ties of the world is called to meet in in koma rome in november 1891 an invitation wih be extended to this body also to meet for the first time in america in connection with the columbian E exposition of 1893 A conference of national governments ern ments A new step and find one in advance of all others hitherto taken is also contemplated the government of the united states will be solicited to invite all governments with which it has diplomatic relations to bold an international co conference ri ference of official delegates during the columbian exposition this conference like the conference of the american k fates tates pop popularly ilaray known as the pan american conference conle conference rence will consist of persons appointed by the governments which respond favorably to tho the invitation of the president the chief subject lor for consultation discussion and ad to their several governments will bo be borne some plan or plans by which let national laws may be harmonized and an international coda code constituted ad to consider and report on the feasibility of international ai treaties or arbitration and of extending the a same ame to all civilized countries ad to recommend measures for the establishment of a high court or tribunal which shall sit permanently and to which shall be referred ultimately all causes ct of international difference which cannot be adjusted by negotiations it will be seen that t those plans pro propose e a greater advance towards the solution u ti 0 it of international problems and the establishment of international concord than any which has hitherto been in operation alp also so that the united states is is asked to assume a leadership of the nations Inthea in the adoption of these practical measures for the prevention dfwar of war it seems to us that our countr country is providentially prepared tor for this le leader ze r saip by its geographical position it is separated six thousand I 1 miles from the frontiers of european nations and is in no way concerned with moat most of those questions on account of which recent wars ware have been waged it Is in no way entangled led in th the 8 disputes which constantly threaten the future peace of the world we touch no european nation vitally except great britain at the north and upon the high seas theeo these measures contemplate a general harmonization of inte interests rests which starting with the english speaking people of the world shall extend to the republic Ke public of t france ranee and thence to as many other country countries aa possible the moral influence of an anglo american or a franco ameri can treaty which shall solemnly agree to refer disputed q questions u to borne some form of arbitration before a declaration of war would exert a moral influence on other nations of the world the extent of which is immeasurable we mention england and franco because a common language gus e and a common history unite ua us to afe the one country and common republican institutions and ancient traditional friendship draw us near to the other ad the duty of right leadership by the united states in a any in matter atter involving national or race interests or prejudices IB is emphasized by the fact that our people are composed of representatives of nearly every nation of the world this ought to enable us to treat international questions with sympathy and intelligence ad the plans pans outlined above are in harmony with the central object of the be columbian E exposition viz the celebration ol 01 the progress of industry science and all the arts of peace in america and thu the world ath the freedom of the press mae pulpit and the platform in the U united cited states gives us an I 1 immense armense advantage in debating problems connected w with
