operations t 0 begin early in june the following Is the full text of the bill for an act to establish a territorial reform section I 1 be it enacted by the got arnor and assembly of the territory f utah that there shall be established at such a point in weiser county as the trustees hereinafter provided for shall determine a reform school for the confinement discipline education employment and reformation of ile offenders offe as hereinafter provi Juven ed 2 the trustees shall consist of the governor secretary of the ter attorneys of salt lake atah davis weber and I 1 box elder counties and their successors in office all shall boax official tru ateca the trusses shall be required to immediately enter a the duties of their olice and alth the exceptions of the governor slid secretary shall month and examine into the progress and behavior of the boys and girls in their schoolroom and labor and inspect the register and accounts of the superintendent A record shall be kept of these visits in the superintendent book the trustees shall at all times have free access to all parts of the reform school and may inspect all books papers documents communications and correspondence pertaining thereto arc 12 when a boy or girl un of eighteen years in any of the district courts in this territory be found guilty of any crime except murder the court may if in its opinion the accuse dis sub judgment act instead or entering cause un ord 0 r to be en thai said boy or girl be sent to the reform school in pursuance of the provisions of this act and a copy of aid order duly ve rifled b y the clerk under seal of said court shall be a sufficient warrant for taking said mr girl to the school and for hs or C to the custody of the a 1 thereof eident c 1 when a boy under the age of eighteen c r a i I 1 un d er the age of sixteen yeara aba fit be convicted before a justice of the peace af any crime the magistrate may in his discretion send such b 0 0 r girl all the papers ITI I 1 office on said order may be addressed shall appear then in his or her presence or if be 0 r she I 1 al to appear then in the presence of some suitable person to whom the said judge s hall appoint a guardian for the purpose of the case said judges shall procter to an examination of tile case and hear such testimony in relation thereto as may produced and if upon such examination and hearing the said judge shall be satisfied that the boy or Is guilty of a crime and is a fit 11 ajeet for the Terri tonal reform school lie may commit him 0 r her to the said school by and if said judge shall be satisfied that the accused is not guilty he shall forth alth discharge din charge the accused but if satisfied that tile accused is guilty but tot a fit subject for said school be must remand the accused to the said justice of the peace for sentence SEC 16 the judge shall certify in the warrant the place in which the boy or girl resided at the time of his or net arrest also his or her age as near as can be ascertained and command the said officer to ae the said boy or girl and deliver him or her without delay to the superintendent of school or other person in charge sheroo the roo at the place where the
