of the anges that it would make first place it makes one district of all in each county it would 1 then do away alth the surplus olover gorlod and underpaid under paid trustees and concentrate their present power in a county board 0 education i it does not take great knowledge of school affairs to understand the benefits that would result from such a change it would give tile important powers m aich the trust ceA have in to tile hands of men who could be paid for their services and who would th e refojo have to be proficient and q for the tasks imposed upon them all the power of the local trustees is averted in the county board except the taking of the census and a few other minor duties which are imposed upon one trustee in each school district which now casts and which in the new provision of the county district this trustee will be elected annually tile form ng of new districts the rc g of sub districts which has hereto for been doto by the county court is given to the board which is aleo given the power of building levying taxes collecting tuition employing teachers au in fact all the trusts and which are no vested in the trustees TO this board of education is given the 0 levy taxes just as they are now levied by the various boards of trustees and under the lume restrictions abe examination of teachers also remains the game the examining board being composed of the urt does to the county district may not at first sight find favor with the pe who live outside of the wearthy cities it has the effect of establishing just as they have in the east a city ays tent and a country system the plan will be awl for the city but it will cut the country off from the assistance which it his heretofore hereta fore enjoyed from the city an amendment provida i ag a general county tax which in addition to the district tax should not exceed say 1 14 per bent per year might be a remedy for this this general tax to be distributed to each distri ct and aub district pro rata according to the population the law should be in itself and should not be an man d ment to the old laar the provisions in the old law that it Is desirable should be ancor pora additional sections of
