| Show SPECIAL SESSION t wed 1 1 the oa on speaker of the house of representatives laid before the house the following message from the president of the united states which was read referred to the committee on Terri tones and ordered to I 1 01 oil to ibe the senate and house of v f Re presenta firca the laeti general appropriation bill passed by alie legislature of utah was vi vetoed toad by jy the then Governor of that territory it maddan ah appropriation of money for of bf the tile district courts of the territory including ig the pay of reporters jurors and witnesses and for the completion and maintenance of the deseret Ie seret sity lilly and the education of the deaf mutes therein it also appropriated for the support 0 of f the territorial in sane line asylum as well as the salaries of territorial officers including inc ludin that I 1 of tho superintendent of the district schools the auditor the librarian and the treasurer of the territory italeso provided for internal improvements such aa as roada roads and bridges the appropriation for tile district courts fur for the payment of witnesses and jurors in criminal cades w was 10 that for tho the university and the deaf mutes was and for the insane asyl atif 25 the board of regent i of the deseret university have borrowed bouey koney for the completion of the tho university sity buildings which were authorized by legislative action and which Is due and no provision made for the payment the act appropriating for the benefit of the territorial insane my luin passed by the legislature ri 0 aa as also vetoed tills this included ithe alie sum of which had been borrowed by thy the board of directors 0 of f the tile asylum for its comp completion leilon and fu furnishing and which now remains due and u unpaid n aid it alst alss included the sum of 41 2 for the care and maintenance 9 cc of tho the indigent insane the legislature of the territory under existing law will not again convene for nearly two years th there er e being no authority for a special session in the mean time under present conditions the good order of society will be jeopardized edica and institutions 4 will be o 0 paralyzed and internal improvements stopped until the legislature meets and makes provision far for their support A determination on the martof part of the general government to suppress ter tain unlawful practices in this terri tory demands neither the refusal of the means to the lucal local government nor the sacrifice of the inter later esta ests of the community I 1 therefore recommend alie immediate enactment of such legislation aa as will authorize the ass assembling embling of tho te legislature of that territory in special 8 P ecial session at an early day so t that b at provision can be made to meet t abe h a difficulties herein suga suggested ested CLEVELAND F MANs MAKSION may 11 1886 the above is an exact copy of the late deage of pf president cleveland to congress suggesting a special session of the utah leie lataro lature it is evident that tbt president tho the situation here ier very fully tally and accurately and it is to be ber hoped congress will act upon a |
