a miscellaneous nature several bills were amended and passed A message from the governor announcing that dignitary was prepared to wish the members a safe return home was read the members were notified that the table was clear and a yote of thanks waa returned to the officers for the efficient manner in which they had performed their labors the motion to adjourn awe die was readily acquiesced in and the jabors of the members of council were ended HOUSE march 12 since thursday morning there had always been a quorum present in the house and early on friday morning there was a general a rousing and those members who had passed the greater part to the night in the hall attended to their ablutions during the morning several minor matters were disposed mr west chairman of the committee appointed to consider the governors vetoes presented a report and on the veto of the legislative apportionment bill it is couched in the same vigorous terms as its predecessors and quotes in full from the first message of the governor suggesting such an en act ment and ihen gives in full his veto ot the bill passed by both houses the resolution gives the basis on which the representation Ee wag framed one representative to every people and one councilor to every it gives an exhaustive hau stive list of the population of every town and by naming the towns composing the different districts shows conclusively that alie principle of the representation was founded strictly upon population as the governor himself had sug guc sted after numerous telling preambles the resolutions conclude therefore be it by the council and house of representatives of tho territory of utah ahat the assertion of governor eli H murray that the boundaries of three fourths of the counties territory should bo chanced chan ped is entirely unwarranted and uncalled for his statement that the fundamental principal of fair apportionment is over in this measure is entirely contradicted by the facts herein presented his assertion that summit county is entitled to one representative cannot stand if measured by the rule of equal representation for equal population the idea advanced by him eliat if summit county is divided one of alie most thriving cities of the territory is deprived of a voice in the general assembly Is specious and fallacious hat the objections stated by governor ell II 11 murray in his message above stated arc not sustained inasmuch as alie vetoed hill is in strict accord with the suggestions contained in hi arst to this assembly and finally eliat we cannot regard ills veto of the apportionment baltin any other light than as an inconsistent and arbitrary almisa of unlimited executive power and be it further resolved eliat these resolutions be spread upon alie minute thu assembly mr woolley moved the reports be adopted mr mclaughlin demanded the ayes and and being taken they showed mr mc laughlin Laug blin the sole negative after a few eloquent select re marks from mr thurman the speaker of the ahouee was presents ed with an elegant gavel on alio rings of which are inscribed the names of the members of the house the speaker briefly acknowledged the gift and the following resolution was introduced by mr west by the council and house of representatives of the legislative of the territory of utah that a joint committee to be compos ed of members of the house and two of the council bo appointed to prepare a complete report of the labors of this number of bills passed the number vetoed the number ignored and the number signed by his excellency alio governor together with copies of the principal bills vetoed tho vetoes thereof and the reports thereupon by the joint committee oa veto messages that said report and a memorial based thereupon bo cent to congress askler a repeal of the absolute veto power and such other relief as in the judgment committee the present circumstances of our territory demands the resolution was forwarded to the council after a few rc i marks from the speaker and prayer by the chaplain the members dispersed the twenty seventh session of the house having closed following is a copy of the amendment to tho school bill introduced by mr west and which received the approval of his excellency governor murray A BILL amending an act providing for tho the establishment and support of district schools and for other purposes approved february 1880 sec 1 be it the governor and legislative territory of utah that an act providing for the establishment and support of district schools and tor other purposes approved february asso be amended by inserting after the ath section the following to be numbered section 6 7 8 and 9 respectively and that sections 6 and 9 of said act bo numbered 10 and 12 respectively sec G the county assessors and collectors of the several counties of tho territory are hereby constituted the assessors and collectors of uis brict school taxes each of whom shall receive such compensation and shall bonds in such a sum as shall be determined by the county court of his county for the efficient and proper performance of the duties enjoined upon him by the several provisions of this act sec 7 all school taxes whether levied by trustees or by a special meeting called for that purpose shall be computed from the valuations of tho county assessment roll and shall be levied during tho month of april in the year 1886 and during tho month of december of each year thereafter and within ten days after any such meeting shall have been held the school trustees shall make a certified statement of tho percent of thy taxes so levied to the county clerk and to alie county assessor tha county assessor ahall asseem at the same timo and in the same manner that lie assesses for territorial and county taxes sec 8 at the time of computing the taxes in the county roll the county clerk shall corporate the district school taxes districts of the county in which school taxes leavo been levied the county court shall sit as a board 0 equalization of district school taxes at the same time and shall equalize in the same manner as now provided by alie law for equalizing territorial and county taxes sec 9 all school taxes levied and assessed under the provisions of this act shall attach to and become a lien on the properly assessed from tho date of assessment they shall become due and delinquent at the same time and shall be collected in tho same manner as territorial and county taxes sec 2 that section G of said act be amended out the words the assessor and collector in line 2 of said section sec 3 that section 7 of said act as amended march is hereby repealed bention 4 that section 8 of said act as amended by section 3 march 1884 be repealed and the following be inserted in lieu thereof to stand as section 11 section 11 the collector on the fast of each month or oftener if required pay over to alie trustees all money collected by him for district school purposes and on or before the day of december of each year shall make a final settle ment said trustees paying the full amount of all clisol taxes due whether collected by him or not school trustees
