was to make u n tho the gubernatorial function hence mr west went wenta ahead licad anybody who ever saw any of mr bests topographical surveying and engineering work knows that gent lemans eminent abilities for this kind of business hence it is needless for us to pile up words of eulogy but we cannot pass by the present achievement of our fellow citizen without somo M re narks 1 which cert
