Official Offi-cial reports today, which seem to be confirmed by developments, Indicate that the first stage of the insurrection In western Chihuahua Is over and the second has begun. The government believes that the Insurrectos fought their last organized battle at Pedernalles Peder-nalles two weeks ago. and that they have split Into small bands which it will take months to catch and subdue. sub-due. These reports are confirmed by the fact that Mai Paso, the key to the railroad, Is free of them and that General Navarro la now in control of the trunk line. - Repairing the Track.
