Middleiou was given the floor at the speclul meeting of the city council last night and. made an earnest plea for some action. Mr. Middleton started his remarks by recalling the fact that ho had appealed ap-pealed before the city council about a year ago and had petitioned the city to provide some means of keeping his lfnd above water, lie said that petitions peti-tions usually end with a prayer that something be done, that be prayed at that time and has been praying ever since, all of which- haB reeulted In nothing. Mr. Middleton then described describ-ed the conditions which first caused the floods on his and other's lauds In that locality, and expressed it as his opinion that the city was responsible. respon-sible. He called attention to the fact that when he appeared before tho matter had bCen referred to the street committee and the city engineer, and the latter had at that time promised him a hearing. After dragging on for some time, however, with no action being taken, according to Mr. Mlddle-toii, Mlddle-toii, he was told that the engineer claimed that the flood conditions prevailed pre-vailed at certain seasons, before tho city had mado any improvements in that section or bad closed up the Weber canal Mr. Middleton emphatically emphat-ically denied this assertion, and requested re-quested that the matter be referred to the street committee, city engineer ando city attorney, with instructions to meet with Mr. Middletou and go over the ground together. During tho course of his remarks Mr. Mlddieton suggested that one way which ap-1-eared to him a a feasible scheme to take care of the troublo would be for the city to construct a dralnway through the block In question, which would be adequate to take care of tho waters during the flood season of spring, when most of the trouble about which he Is complaining has been experienced. ex-perienced. While some doubt as to whether or not the city could obtain the right of way through the block in question for tho suggested dralnway ditch, a motion that the matter be referred to the 6trect committee, city engineer and city attorney was passed by an unanimous vote, and Mr. Middleton will meet with these officials in tho near future and attempt to show them Just where and why the city is re-cponsible re-cponsible ior his land being Hooded. Mr. Middleton colled attention to the fact that he Is now tho oldest resident of that particular section, and believes he has paid t enough In taxe sto the city to warrant his getting a little consideration con-sideration in return.
