The situation situa-tion with which the leaders of the house find themselves confronted la dealing with the Payne tariff bill, continues con-tinues to. give tho greatest concern at the White. House. it was said today that President Taft had been directly appoaled to by Speaker Cannon and Leaders Payne and. Dalzell. The tactics of the "insurgents" "insur-gents" are worrying the leaders more than they are willing to admit and It Is to bring these recalcitrants Into line that the President's aid hasv' been sought. It has been represented to President Taft, according to current report, that the Insurgents are not living 'up to tho letter of tho verbal agreement they made with him at the time of tho fight against the house rules. At that timo the "Insurgents" are sad to havo pledged themselves not to oppose tho tariff bill If the President would agree to keep his hands off the light. To remedy the objections to tho ox-tendod ox-tendod drawback provisions of the bill. Republican representatives for the wheat-growing states of the west have submlttod to tho ways and means committee an amendment In the nature na-ture of an additional provision to tho drawback section. Their principal contention is that the Payne provision would result In the manufacture of flour for export at the cities along the 'Atlantic seaboard sea-board Instead of at western mills, as Is the custom now. In order that tho western manufacturers may retain tho export trade It is proposed that any article manufactured of grain raised In the United States in order to obtain tho drawback when exported in lieu of imported grain, .must be manufactured manufac-tured in the same mill or factory as the article manufactured from the Imported Im-ported grain. The amendment , also requires that the exportation shall be made withlu the fiscal year in which the importation importa-tion of the grain used or checked again Is made. A further provision would make all bran, shorts and other by-products of Imported wheat manufactured manu-factured in a bonded warehouse and would, when Irom. domestic consumption, consump-tion, subject to a duty, or 25 per centum ad valorem, based upon the market price at the place of manuracture. A compromise is to be agreed to by tho arious tactions on the Republican Republi-can 9ldc of the house regarding the consideration or the Payne tariff bill, and It Is confidently expected that the measure will be voted upon Saturday, April 10. There was a noticeable disposition on the part of the "stand-patters"., to-) day, to accede to the wishes of those who have opposed the "gag rule," which would prevent a vote on certain cer-tain Important schedules. The ways and means commltee has agreed to submit amendments that will keep tea on the free list, strike out the countervailing counter-vailing duty on, coffee, and make the rate on barley 'twenty-five cents- a bushel. Up to this time, the "stand-patters" have agreed to penult the discussion for amendment of the paragraphs on hidc3 and lumber. It probably will bo necessary, however, for thorn to grant tho name permission In regard to the reciprocity clause on bituminous coal and the paragraph would place Iron ore on the free list. It Is paid the ways and means committee com-mittee may report au amendment prodding pro-dding for a tax on dividends on stocks and bonds. James J. Hill called on Speaker Cannon Can-non and Informally discussed the tariff with him and with members of the tariff framing committee. Mr. Hill is understood to be in favor of repealing the duty on lumber, but would not so express himself for publication. |
