Show HIGH COMMISSIONER TO RULE PALESTINE LONDON, March 18. Provisional plans for the future government of Palestine under the British mandate which have just been issued, make provision for the appointment of a high commissioner to be known also as commander-in-chief He is to have1 power to appoint an executive council coun-cil to be "constituted in Huch a manner man-ner as may be directed by the British Brit-ish government." The high commissioner will aUo bo assisted by the legislative council of 26 members. Of theso latter, 12 are to bo elected and every man In Palestine over 15 years old will be entitled to I vote. The high commissioner would be authorized au-thorized to divide the country Into provinces or districts and all rights in J public lands and also all mines and minerals. Three languages. English.
