Senate bill No. 17, by Senator Jenkins, Jen-kins, creates tho office of land commissioner, com-missioner, thereby doing away with the present board of five members, three of whose terms do not expire for two cars. In the event of loss on the policy, tho amount payable under the policy Is to b reduced In proportion propor-tion to tho reduction from tho scheduled sched-uled premium. The second Jenkins insurance measure meas-ure fixes the basis of tho unearned premium reserve for companies other than life, and Includes the loss reserve for liability insurance. The unearned premium reserve is made 100 per cent of the actual unearned premium in such companies as those carrying fire Insurance, while the loss reserve for liability companies Is a replica, or the !
