FRIDAY feb 8 1884 the city council met in the new city building as per adjo adjournment urn ment at 6 pm alderman Alder mau stratford in the chair after the minutes of the previous meeting had been read amended and approved the regi lar jar order of business was proceeded with taking up first the PETITIONS W B D ogden S G growley crowley el gilson and 36 others citizens and taxpayers of that portion of the fourth ward of ogden 0 den city known as lynne peti petitioned tonea the council to provide tome some means of draining the street known as the bingham fort lane running west frommann from main street in lynne as the water gathers in that street in front of the premises of A anderson E gilson and J S crowley and others thereby doing damages to personal r property and also imperium impeding ug the public travel on motion of alderman miller this was referred to the he committee on streets ins jas mcnulty J J clayton Clayto nand and 18 others citizens of the bench ward living on the corners and in the vicinity of f third and spring streets asked the council to repair pr or otherwise remedy the condition of the city ditches thereabouts during snow or in time ofrain of rain these ditches were inadequate to carry off al air water coming down them and in in consequence tho the streets and their private yards and cellars were hooded flooded thereby impeding travel and greatly damaging property on notion of councilor horrocks horrocks rocks this thi prayer sprayer was also referred to the committee on streets joseph tyrrell willis brown and 24 others property owners and citizens of Ogden oad en doing business on fifth street between main and slid young called the councils attention to that portion of the side WAI walk k in n front of ne u j hurrocks property near young street and occupied by mr W V brown and others and inasmuch as the other property owners in accordance with an act of the council had put their portion of the sidewalk in good condition they would like to know why the said jeemes Je eme should go free on mo ion of councilor taylor this matter was incorporated in hii his motion that the street supervisor super visor be instructed rigorously to enal enforce orce the ordinances as to sidewalks after the marshal had reported on his effo efforts arts to in horrocks to comply with the requirements of the city ordinance councilor boyle a poke pok io in favor of extending patience and leniency to mr hurrocks Bur rocks as au an extensive taxpayer whereupon alder binau urd oril pointed out that mr 11 had hal had six aix months time to accede to the wishes of the council the debate incident to this matter produced considerable complaint on the deplorable condition of the gMe walks ks in the various pa parts rth of the town in connection with councilor ta lora lors motion councilor bolle moved that the bl marshal arshal be instructed ted to give the iceal legal notice to tho property owners along main alain street between F fifth fifth and eighth streets which was amended and carried that the fixing of aide sided walks bo be under the direction of the committee on streets and the street supervisor carried harry ford phillip ford jr and eight others taxpayers rs in ogden city and red residents dents at the foot of eighth street represented that the e wastewater waste water ditch which runs down eighth street and empties into weber biyer is too narrow and not deep enough to carry stream of water that flows down from the mountains causing its banks to 0 overflow ver flow flood flooding B g the streets also the gardens and or charas surrounding their houses cheda and stables spoiling the hay bay making it impossible to get to their doors without wadine t the he water covering acres of land joining g their bomea the petitioners petition ers suggested that the council haye baye the ditch widened and deepened for a short distance above and below the U P track where there waa was plenty of offal fall horrocks Hor moved the petition be granted which waa was opposed by alderman tanner on the grorud of apparent misstatements rais statements by councilor horrocks and thought that the city council had hai entered into an agreement with D alexander and were in duty bound to stay by it alder man tanner fought his point with determination asserting there was a semblance of bad faith on na the part of there was not a little debate on the matter result ing in the motion of councilor horrocks being carried in connection with the previous petition D alexander requested the council to transfer the license granted him as assignee for henry to hia his successors viz levinson Lc vinson co to whom he had sold the extensive stock of goods good 9 on motion of councilor boyle the petition was granted under the usual restrictions john fietcher fletcher frank cook D thorburn and A W brown petitioned the council to grant them and their associates to be organized into a corporation the to use the streets of the city under reasonable 80 restrictions for the purpose 0 of erecting poles and stringing wires ires for operating a district telegraph and telephone system on motion of alderman farr parr the matter m was referred to a special specia I 1 corns com cittee of five appointed by the chair alderman farr councilor taylor aldermen tanner and miller and councilor 0 D hays foreman of the subject he be being opposed to the free retailing of beer by the brewers while he would be in favor of taking off the manufacturers license alter atter further discussion participated in by various members the vote was taken on the motion of Alderman tanner to lay it on the table ayes aldermen stratford tanner F farr arr miller and Counci councilor loi taylor nays councilors councillors Counci lors horrocks folker and boyle A motion was made by alder man horrocks that the license for the manufacture of beer bo be repealed afterwards being amended to the tile effect that the committee on municipal laws be instructed to draft an ordinance in thai that sense the vote was ayes farr parr horrocks taylor folker boyle nays stratford tanner 31 miller iller alderman tanner moved that the committee on oil municipal laws be also instructed to draft an ordinance raising the retail liquor license from to per ter this was by councilor boyle taylor and Il horrocks orrock also alderman stratford who took the ground that such a measure would be utterly inopportune artune in these dull times the roll was called on alderman tanners motion aa as follows ayes tanner Farr Miller noes some feet of hose of which A bill had bad been sent in without the knowledge of the committee but councilor taylor explained the matter satisfactorily although he be was likewise opposed to the loose practice of ordering things without the knowledge of the respective competent authora j ties councilor taylor offered a resolution to the effect that nothing in any department connected with the city
