following fallow ilig wag was presented by GENTLEMEN at a considerable expense I 1 have excavated the earth for a water awater reservoir t thirty airty feet wide and sixty six feet t long with one third of the width extending ing overdone hundred feet in i n length in much of this space the water 13 is six feet deep and holds over gallons the object of building this reservoir was to have a bachi bathing D 9 pool for which purpose I 1 expect to use it at tho bottom of the pool and easy come at able is an outlet I 1 and having baving six feet of water above it tho the water rushes out with a considerable sid erable force thia this outlet six feel feet below the top of the pool has an elevation of over twenty feet above the center of main alain street the surface of the pool being twenty six feet higher than main alain street this elevation would make the water of great service in case of fire to toa a considerable portion portio nef of the city and the amount of water would two years aj ago 0 the committee on streets came to me and asked if I 1 would let the city have two rods of land for a road in section 34 township 0 adjoining R it land take two rods on the tile other side of my land which belongs to it cunningham as lie eliad promised prom isett to give the two rods for a street at the same time the committee said the tile city would biye roe me the deed for the land and pay all the expenses since sin co that time the street has been opened and I 1 have asked for the deed and was promised it should be seen to and ibe deed given but I 1 have never had it etc take into consideration the street car question reported that they recommended the petition of A J pattison for street car franchise be not granted councilor pidcock insi insisted S ted on the said special ecial pay for policemen should not notte be granted the lie former report and recommendation were accepted without discussion while tho the latter after some discussion was referred back to the committee on claims alderman Strat fords account and report on his administration of the pauper allowance w was as adopted as well as some minor matters the committee on streets through chairman stratford reported they had completed the necessary necea nece sary work on the sidewalk around iester park other work had been done on eighth street and fifth street where good improvements were effected besides miscellaneous improvements T the he kepl people e on the west side of main street between third and F fourth streets had lind also complied with the regulations concerning the grade of the sidewalk and alderman stratford thought it waa was only just for the city to bring up the street to a level with the elevated grade of the sidewalk to afford the business men and residents on that raised sidewalk the necessary facilities oft of easy communication munica muni cation tiou second street et east of east street also was a topic of request but the chairman of the committee it tee did not think it advisable for tile city to lay out any special money at present on motion the report of the committee and the recommendations comme were accepted the committee on public buildings asked for further time which was granted tho tile committee on public grounds A folker chairman asked for further time aa as to the petition of robt which wag was granted the committee also recommended that the prayers of certain for city lots be granted alderman stratford pro tested against the public lands lauds be b ill ing sold to unknown parti parties I 1 es or 0 t thrown r wn op open en to the ambi ambition t i on of 0 speculators tors as its the purpose of sell ing corporation lands was to assis assist poor people in securing curing ee homes not no to give speculators an opportune opportunity to make merchandise of the proper ty of the community to enrich them selves considerable considers communal e discussion en sued as to how the aty city lots were to t be disposed of there being two opinions one to reserve the land lands for homes to the poor even if they were somewhat tardy in paying the purchase price the other to allow everybody to buy whatever land be he wished to get the r report port and recommendation of principles to govern the sale oi of city lots as presented by the committee is as follows petitions be allow allowed as follows for all corner lots say say each the other lots at each i the lots to bo be applied for wit within bin twelve days after notice is is given in the daily paper or their claim shall be void voi terms on lots and lots 25 per cent to be paid at the time tim of purchase chase and the balance to be paid within twelve months from the time of purchase with interest at nt 10 per cent per annum and if not paid as specified the deposit of 25 per cent and claim be forfeited deeds to be giyen when full payment is made further any person paying in in full at the time of purchase shall be allowed a discount of 10 question of bids for the iron lining of the cells in the city jail came up again a second proposal having been offered by mr wm win pearce this was wits refi referred to the committee on public buildings assessor thomas D dee sent bent in the assessment roll for 1883 and it was decided to accept the assessment roll and to appoint wednesday august 10 for the city council to sit as a board of equalization the session to comi commence at 10 am on motion of councilor taylor it was rese resolved lAed that a due notice of this be advertised in both the local papers pers on motion of alderman stratford the rate per cent of city tax for the current year was determined at 12 1 2 per cent the committee on water supply were authorized to undertake and perform the work of making a culvert between harris and wools wool ners lots on young street to convey the water from the spring in in that thoroughfare the city bearing one half of the expenses alderman farr parr would like to see third street hill bill graded traded down and the dirt taken wil chero ere it would do most good but he be did not think the present condition of the city finances admitted of a raising of main alain street between third and fourth on the other side councilor horrocks and alderman stratford pointed out the necessity of equalizing ual izing the street grade on main between third and slid fourth with the elevation of tho the sidewalks which had been raised to tho the official grade three or four feet above the street level the captain of police made his report for the quarter ending june 1 1883 which
