bill which embraces the pal I 1 ml features of the edmunds bill in traducer trod trad at the present session and adds other provisions originating with the the first section provides that la ia any prosecution for bigamy polygamy or unlawful t habitation under any statute of the united states the lawful husband or wife of the person accused cu sod shall bo be a competent w witness i atness and may way be called and stud compelled to testify in secir proceedings the second section provides that in any such prosecution an attachment may be issued for any witness and hisor her immediate attend attendance it nee be compelled without prey previous ious sub ab boena when there it reasonable ground for believing that ho he or she will unlawfully fail fall to obey the subpoena issued in the usual course the third section provides that prosecution for bigamy polygamy or unlawful cd habitation may be commenced at any time tivie within five year years after commission of the olf ense this provision however not to apply to any offense already barred by the statute of limitation section four provides for the certification fi of marriages in the territories and penalties for the violation legislative assembly of the territory shall make provision for filling the registration and election offices in the territory and that the secretary of the territory shall be secretary of lie the
