| Show educational EXHIBIT we have received the report of theu S commissioner dom missioner of edu cation for 1881 it is a work c containing 11 pages full of valuable information for the benefit of educational cat ional interests it is hardly necessary to explain why the work is BO so long in being issued when it 19 13 known that the office depends largely for its material upon the volun kary lassis of f more than collaborator and when we consider the small clerical force employed to do the great work necessary to the proper f the labor the school population in the tile united states in 1880 consisted of native whites fe foreign r ig whites 3 colored hirtele hirte ae and Indians the males numbered and the females to teach these children the states and territories employed in their public schools teachers whose salaried ranged for male teachers from 2240 in south Caro linato in nevada and for women from S 16 84 in vermont vermon t to in nevada per month many of the states made no distinction of sex in reporting salaries it 13 is interesting to note that the total annual school income for all th the states eStates and territories amount to over eighty eight millions mil lions of dollars and the expenditures amount to something over eighty five millions according to the report there seems abe to be a growing interest in graded schoola schools and rhode island reports of these to of ones while the graded and city schools may attract more attention than the tile rural 7 0 aes it musi roust be admitted that the latter affect more youth and hence should be ba looked after more closely to this end the commissioner Commis suggests improvement improve mentin in the school super touching buildings building 8 size of rooms robins heating lighting and ventilating furniture and ings a closer application to studies including course of brandies branch 1 means of teaching as apparatus libraries and reference books methods of teaching physical training and moral instruction he considers that such a system of inspection spec tion would be a support to the ablest teachers and a means of securing curing te from inferior ones a fair average of results rural districts are suffering from poor teachers who are carelessly appointed receive meager wages and are shifted about from term to term to remedy this the report suggests a fixed minimum salary in each state and increased funds for the payment of teachers tho the latter measure is particularly emphasized because it is connected with tho the proposition for national aid to education which the commissioner lioner is especially desirous of affecting in order to overcome overcome the ignorance and degradation of the masses of the freedmen as rapidly as the interests of society and good government require this remark is directed more particularly to the condition of educational affairs in in the the south where 66 per cent of athe the colo colored re A population are unable to write the improvement in the conati constitution tu of examining be boards ards in the matter of examination and in the gradation of certificates is spoken ofas one of the roost most encouraging cou raging indications of progress in public school affairs tho the report gives a complete summary of the educational condition con of tho the union education in the south statistics of cities normal schools colleges and universities schools of science theology law medicine schools for nurses of the lealand lea dea fand dumb the blind and the feeble minded orphans homes in ins fant faint asylums and reform and industrial soh schools it concludes with a detailed account of education in foreign countries we must not close this brief reference to the work without stating that the report for utah shows an advance in all particulars enrol ment attendance number and quality alliey of schools and teachers length th of ofa school term and expenditures of means teja li L |
