Show THE STATH STATE convention iny our ur Correspondent editon the convention assembled at 10 am hon jos F smith in the chair after the usual preliminaries the clerk read a petition from a mr irude hudson on calling the attention ol 01 the convention to article section and requesting the insertion of an article providing for a democratic form of government Govern me lit on oil motion of C W penrose the petition was laid on the table mr tanner moved that in section article 17 after the word the and before the word 11 subject the words parties thereto bein bo inserted air mr thurman offered as a a substitute an entire change of the sentence referred to by mr tanner which on motion was adopted mr ir richards moved to reconsider the proposition of mr card offered yesterday Test erday on section article 17 in relation to the appointment of senators and representatives oar ried mr card moved for an equal representation of senators and representatives according to population from the various committees to the state legislature considerable discussion ensued on this question in which wells penrose Pen rosc richards sharp thurman nibley booth and others took part several amendments were offered ered and subsequently withdrawn in favor flavo r of the follo following cinc amended motion of mr ebarp sharp idt which cieli carried that one senator be taken from frog salt lake davis and toode counties and bo be given to box elder weber cache and rich counties and that one representative bo be taken from iron garfield and san juan counties and be added to rich and cache counties mr shocks presented an article providing for prohibiting the practice of polygamy etc which was read by the clerk when mr shocks moved its adoption by the convention as section article 17 mr ir rawlins in ill see seconding anding inding the motion said this question was discussed in the committee of 21 and only favored by a small mi minority bority but lie considered the importance of the question demanded a considers coh con sidera coll by tho the committee of the whole mr tair wells held that as it had hada been considered and rejected by tho the committee it should not have been brought up ill again if congress lias has anything to offer any conditions to submit it will be for forthe be convention to consider mr rawlins I consider it a question so deeply affecting our interest that the probabilities arc are that congress will not consider our application for statehood unless a provision of f this kind is inserted in tho the constitution motion lost mr winder asked the Convention to reconsider the article on taxation As it now stands it is a question with many as to whether the legis ture would have the tile power to remit the taxes of tho the widow indigent persons idiotic etc if this is is tho the case the article ia question qui glion should bould L be amended mr D H wells argued that the article could not be so construed the legislature would hold the power to provide p lovide for the remitting of taxes on oil motion the c committee ommittee of the whole rose tho the chairman alien submitted a report of the labors of the committee t cc which read and on motion i adopted idoa by a unanimous unanimous vote mr ir thurman Thur roan moved that when tins this convention adjourn it bo be to the ath day of june at p in carried mr richards moved thaU copies of the constitution be printed and distributed with the names of the members of the Convention signed to the document carried tho the chair appointed the following in gentlemen as the committee to draft tho the memorial address to bo be el presented resented with the constitution to congress angress on gress A 11 II wells J T caine F r S richards W penrose Pc nrose J R winder on motion the president and secretary of the convention were appointed a committo on latif ratification and to direct the election moved by mr penrose that the delegates in the various counties act as committees to confer with the people on the constitution and to aid in the election carried after tendering a vote of thanks to tho the officers of the convention and to the deseret news office for free prin printing tin 01 the convention adjourned jour ned REPORTER SALT CITY april 27 |
