only done our duty in honor of the trust imposed by the people who elected us to office our arst labor was to construct a drain at a cost of several thousand dollar the success of this undertaking i manifest mini fest by the benefits derived by business men and properly owners along it line who can now go to any reasonable depth in excavating for basements or cellars which is of more intrinsic worth than an exra upper story their buildings ae a sanitary measure may not the decrease in the death rate and the general good health of the peo pie the past ear be attributed in part at feast to this cause as it has drained especially the business blocks of surface water and the stinking stagnant swamps and cess pools that formerly existed and for which chere was no outlet hag cut down our borrowing power to be too to reach a work of lucli magnitude we applied a soon has our lagula tine was in eesi oi to have our charter eo amended as to place Us in a position to meet this public necessity but that honorable body did not apparently deem it proper to respond more than in part to our petition thousand dollars was not sufficient to under take a work of such magnitude and importance applications were then made by private companies on two occasions one over a year ago for a franchise to accomplish what it was not in the power of the council to perform but ft subsequent applina ap alon was favorably entertained and a committee appointed to confer with the parliee part iee it resulted in granting the petition of those last applying in this act the council associated with them in the responsibility on advice and council of their attorneys we did not act prematurely but advisedly and for the good of all concerned did we concede or give away any rights or aiges the city held in its own right no source of water supply having a prospective or nominal claim to a small spring now in litigation before the courts and it seemed to us that every years delay would place the city in a worse position to roach this great result so much desired by the people in granting this franchise the rights of the city have been carefully guarded and protected by our legal advisers the bridge as the speakers before me have announced ii the result of the united labors of the oil and county A petition of the people to the council wa favorably entertained our views being made known the county court readily acquiesced and a result has been attained in the interest of the people by a lh armony of action which probably might have been reached three or four years ago in all the labors of the council although din brenco of opinion and sentiment have on some occasions arisen the greatest liberality and kindne in debate of feeling and respect towards each other has been exhibited and no bad feeding feeing because of such difference has been engendered in word wo have agreed to differ and because of this good understanding and liberal poli icy baye enjoyed very much
