Appropriation, Printing, Pensions, Civil Service and Retrenchment He is chairman of the committee on Public I ands and his knowledge concerning the distribution of Public Lands is conceded to be greater than that ol am ffli other Senator. He is also Chairman of the Joint Committee on Printing, chair- man oi the Public Buildings Commission and chairman of the Subcommittee H-l having the revision of War Risk Insurance Laws under consideration. Y Senator Smoot was born in Salt Lake City, Utah, .Januar, I, 1862, the jifi' son of Mm.hu Owen and Annee Kristina (Morrison) Smoot. In the acquire- I Ws ment of his earl) education, Senator Smoot after attending the public schools entered the University of Utah, and shortly afterward entered Brfham Young I Academy at Provo, and graduated from this institution. In his life work he H has carried forward enterprises and lines of business with which the name of Smoot has long been prominently associated. I Senator Smoot was married on the I 7th day of September, 1884, to Miss I Alpha N. Lldredge of Salt Lake Cit), a daughter of General Horace S. Lld-1 Lld-1 redge. They have six children. CHARLES R. m ABLY is an experienced organizer, executive and business man. The keynote of his life has been service to his fellow men and to i his country. He Was born October 1, 1877, on a farm in Bountiful, Davis ! County, ftah; worked his way through the University of Utah and later stud- WM ied at "the University of Chicago. He taught school for six years in the district schools of the state" and in the Branch Normal School at Cedar City. WM W hen the Spanish-American war broke out he was one ol the tirst to volunteer and, at the age of 21, was mustered into the service as a private in Battery "A" of the Utah Light Artillery, under command of Captain Richard V Young. He served as 'private, corporal and sergeant in the Philippine islands, taking part in the reduction of Manila against the Spanish, August 13, f898i and later in the more dangerous and difficult subjugation of the Filipinos in 1900. During this Ebreigfl service he was twenty-one times under lire. In ions he was married to Miss Afton Rampton and has tour children. In 1906 he organized the Bountiful State Bank at Bountiful, becoming its cashier and holding the position to this date. j In l0o-) he was elected to the City Council ol Bountiful the fust RepuD- Wm lican ever elected to office in that city. Afterwards he was elected Mayor j and sened the citv as Councilman and Mayor for six years! In Oi3 and in 1915 he was a member of the Legislature ot Utah. In 1916 he was the Republican candidate for Congress from the First Congres- sional District of Utah. When the United States entered the war with Germany, in 1917, Mr. Mabey volunteered, although exempt from service by reason of his dependent-. He was mustered in as a private under his old commander, General Richard VV Young and later advanced to a captaincy. Subsequently, he was detailed to the School pf Fire lor field artillery at Fort Sill, Oklahoma, serving there i WM an instructor. His" character and reputation for integrity, conservatism and reliability m mm business are attested by the confidence reposed in him b the community in which he lives, and by the Republican party.
