In requiring candidates for office to file affidants of expenditures, ex-penditures, the law sajs: "The term 'candidate' shall mean and include every person for whom it is contemplated or desired that votes be east at any political politi-cal convention, primary or election, and who either tacitly or expressly ex-pressly consents to be considered so, except candidates for president and vice president of the I'nited States." A man may consider himself a candidate and no one else have any thought of him. Or a more modest fellow may go his way. all unconscious of his importance, and suddenly discover he is a candidate. candi-date.
