Show WASHINGTON,- Dec. 31 (By the Associated Press.) Although no authorized au-thorized statement is obtainable, it Is understood that as one incident to a considerable reorganization of the scale department in the near future, Frank L. Polk, under secretary of state, will voluntarily return to the practice of law, Mr. Polk has just returned from Europe, Eu-rope, whero he succeeded Secretary Lansing us head of the American commission com-mission at the peace conference. He closed up the connection of this government gov-ernment with the supreme council except ex-cept through Ambassador Wallace in the status of an observer and reporter. The date of Secretary Polk's retirement retire-ment has not been definitely fixed and may be several months distant. William Phillips, assistant secretary of state, loft Washington today for New York, to sail Saturday for Eng-laml, Eng-laml, hastening to the sick bed of Mrs. Phillips' mother, Mrs. Haig. The length of his stay abroad is somewhat dependent upon Mr. Phillips' Phil-lips' own health, which has been affected af-fected by his arduous duties during the war- |
