Show Germany Divided Into Two Camps, One of Which Is for Indemnities. COPENHAGEN, Aug. 20. The pope's peace proposal now Is being dragged into the field of party politics in Gormany and made the subject of contention between the Pan-German annexationists and advocates of a moderate peace. George Bernhard, in the Berlin Vos-slscho Vos-slscho Zeitung, says the pope's action has cleared up one of the mysterios connected with Mathias Erzbergor's recent peace campaign in tho rclch-stag, rclch-stag, and that the adoption by tho relchstag of his resolution was to pave the war for the pope's note. Vienna dlspatchos say the government govern-ment newspapers declare emphatically that it is impossible to cede a" foot of soil to Italy, but otherwise little vehement ve-hement objection to the pope's note Is heard from Austria. Count Von Reventlow in the Tages Zeitung continues his cynical discussions discus-sions of German policy. He avows, in refcronco to the pope's phrase on tho substitution of tho moral power of justice jus-tice for might of arms, that tho moral law exists for the Germans only so far as It applies to the German empire and nation. Count Von Reventlow adds that Germany Ger-many cannot bear her own war burdens bur-dens and that, therefore, she cannot renounce re-nounce indemnities and that guarantees guaran-tees for Belgian's independence cannot bo found. Ho also says that tho carrying car-rying out of the papal program would mean an end to tho middle European alliance and Germany's ruin.
