Wis, Mav 6 William H. iTaft, former president, addressing the Wisconsin legislators today, commended commend-ed President Wilson for the policy of neutralit Wbicb he "has so conscientiously consci-entiously followed." He also declared against a change in the present international rule which Will prohibit neutrals furnishing food stuffs and ammunition to belligerents, and in favor of an arbitral court of greater nations which will make war in the future impossible" Referring to the war. the ex-presi-dent said: "For a time we are enjoying enjoy-ing n f verisli activity in many branches branch-es of Industry. We must take arf that we are not overjoyful and misled When peace comes, some of this activity ac-tivity will be suddenly cut off with the sharpness of a cable dispatch In OUT business affairs we must prepare for that change.
