General Bell in his public statement said: "No trouble of any kind is anticipated, antici-pated, but so many citizens have of. fered their services to the commanding command-ing general of the El Paso district in case of riots or outside trouble that it is believed necessary to call attention atten-tion to the fact that the United States troops in this district arc fully competent compe-tent without any assistance other than that afforded by your municipal and state authorities to meet any possible contingency that may occur within the city or outside, or in both places. "The only assistance desired and expected from individuals is that in case of rioting or other disturbances necessitating the use of military, each individual excepting physicians and ministers will keep out of the streets and remain at home or In business." General Bell added that in case of trouble all armed civilians would be disarmed and treated with suspicion. "Those who have no regard for their duty to the authorities of the country In which they reside, those who do not possess ordinary comm6n sense," said the general, "need not be Bur-prised Bur-prised if they are treated with scant courtesy, for military methods in times of danger are very summary in character." General Bell said that he had been constantly besieged by queries from people who feared Mexican attacks.
