London, April 27, 1.45 p. ni The most difficult problem of diplomacy which Germany has been called upon to solve since the war began is that presented by the American note on submarine warfare, says a semi-official telegram from Berlin to the Cologne Co-logne Gazette, as forwarded by the Exchange Telegraph correspondent at Amsterdam. "The semi-official telegram says the answer to the American note will n6t be given before the end of the week," the correspondent telegraphs, "as the decision to be arrived at is the most difficult since the outbreak of the war." |
