A radical change in 'h- methods of governing the Protestant Episcopal church In America by grouping the various dlo ceses Into provinces or Hynods, according ac-cording to the method that has long prevailed in the English branch of the church was proposed today at the general convention The proposal came in the form of n report of a joint commission appointed at the last triennial convention Its consld eration promised to develop one of the liveliest debates of the convention.
