the ogden city school board submits an answer in detail to the questions asked by a candidate for election to the school board as produced in the sunday examiner as follows to the public it would be impossible for the board of education to notice all ail the gossip indulged in ili at such times as the present but when an aspirant for membership on oil the board makes specific charges and covert insinuations the self respect ot 0 the members and their duty to the public compel them to speak this Is truo true even when these charges and insinuations are arc based upon idle street talk and not upon facts even when they are put forth anonymously to give them more force even when bald statements are made in the dishonest form of questions in order to meet tile the issue squarely each complaint will be given herewith separately together with the real facts in the case 1 why were school bonds sold at discount while tho the city i bonds for waterworks water works wore were sold at a premium school oo 00 ends bonds are arc gilt e edge go ail and command a better market than other bonds tho the school bonds wore sold at a discount discount because they bear but 4 per cent interest the city waterworks water works bonds were sold at a slight premium because they bear 4 12 1 2 per cent interest four per cent on oil for 20 years amounts to in interest four and a half per cent on oil amounts to or more it is clear from these figures that the board of education sold its ita bonds to better advantage than did tile the city even considering the discount in fact the city was unable to soil its it s waterworks water works bonds at i 4 per cent at all T 2 the worth of bonds being sold for was not the transaction a dead loss to the school fund of 11 tile answer to this thia no interest for about sixty days thus causing a loss to the school fund of 8 a day gone every everi statement made in this complaint is false here are arc the facts the bonds were sold to halsey co with the distinct tinder understanding standing that no interest was to bo be charged until the money was delivered to the board of education here in ogden tho he money was delivered october 26 1008 1908 and no interest was charged prior to that time immediately upon its receipt the was placed in local banks there to draw interest until used it has not lain idle there has been no loss of 8 a day the contracts and start the work of building before january 1 there was no haste and the time was not inopportune the city sold its bonds about the same time 6 15 why such haste on the part of the present school board to let contracts for the new high school building thus causing embarrassment to the now new board to bo be soon elected it was necessary necessary for tile the present board to act promptly to get the advantage of mr it wa was also necessary in order to have the high school building ready for the next school year there will be no cause for the new board to be embarrassed in tile the least it if it Is determined to erect the high school building and transact all other business on business principles C G were it not better for the board which will have supervision of and bo be responsible for the work to have the privilege of letting the contract does not common courtesy and business fairness demand this this common courtesy would have cost the city in the loss of mr building itself this might be considered good common courtesy but it would certainly bo be wretched business on the part of the present board of education 7 the teachers salaries having been fixed and contracts signed tor for the year at the beginning of tile the school term why have all lady principal teachers salaries been raised in amounts from five dollars to fifteen dollars per month cadi cach now just prior to election of the school board the salaries of three of the female principals were raised just 5 a month each not just prior to election but in september 8 why have these raises in bai aal aries been d cited ted back to the be beginning in of the school year contrary to law this complaint is absolutely false no raise in salary has been dated back certainly not in violation of law IT 9 why have no ra raises aises been given to discrimination male principals adso also why the every male principal in the ogden city schools a raise of salary at the beginning of the present school year every one without exception the salaries of the female principals were not raised at that time after the schools opened the female principals took the matter up with the board with the result that three ot of them received a raise of 6 5 each per month this action was taken in september i 11 why employ two superintendents at a yearly salary of to do the work of one competent man salt lake city with a population of four or five times that of ogden has but one wo we know of no other city two wo or three times the size of ogden in the united states which requires two superintendents i two superintendents are not employed in ogden the man who makes such a statement and atthe at the same time compares conditions here with conditions in salt lake vity is woefully ignorant of school
