Show WORDS PASS BETWEEN committees COMMITTEE washington april 7 A following the failure today of the democratic members of the house committee on elec the president vice president and representatives in congress to force action by that committee on the bill introduced by mr air mccall mccali republican to compel the publication ot of cam campaign alan contributions high words word 4 were passed the committee meeting broke up and an organized movement is now on foot on the democratic side of the house to openly charge the republicans public ans ang with cowardice in systematically ati cally and nd persistently falling failing and refusing to go on record as either favoring or opposing the campaign amb lucity bill the five democratic members or of the committee rucker ot of missouri of texas lassiter of virgilla hardwick of georgia ana hackett of north carolina after the meeting made public a signed statement with the approval of the minority leader mr williams as follows joseph 11 caines Calne of west virginia chairman of the committee on election of president vice president and representatives rn in congress called A meeting of the committee for 1030 this morning the chairman convened tile the committee and upon roll rol call mr burko burke of pennsylvania and mr dickma of michigan republicans and all live five democratic members ot or the committee answered present this constituted a quorum upon motion made by one oneff of tho the democratic members the chair called up H H R introduced by mr air mccall of massachusetts chu and popularly known as the campaign contribution publicity bill the chair proceeded to read react said bill at length and at the conclusion of the reading one of the democratic Democrat las members of the committee moved that tile tho bill as read be ordered favorably reported and on that motion demanded the previous question the chairman suggested stig that tile gentlemen present who wore not members of the committee had been invited to attend the committee meeting to discuss the provisions of this bill and asked it if it was the lit purpose to report it without hearing from these gentlemen the answer was that is as the committee had a very short time in which to act and as congress was fast approaching tho the close odthe of the present session and as these gentlemen and others had bad been cen previously heard on of similar bills tho motion would bo be insisted insi upon about hla tini tl mathe athe chairman engaged in a whispered conversation with mr aft Dl diekema ekema and mr air burko barke the two republican members present atter which they immediately left the room the chair then announced to the democratic members all of whom wore present that no quorum was war present and that he would not put the motion to report the bill one of tile the democratic members asked the chairman jf if upon a roll call within live minutes a quorum had not answered n w r d present to lie he responded yes then ho he was asked ailien if the two licen members who had just retired from tile the room did not absent themselves at ills his suggestion and he replied to this query tho the chair does not like to have to answer that question the chairman expressed lit as being opposed to the mccall mccail bill referred to however and said he lid not feel like ilko maintaining a quorum to 6 report out a bill to which he was opposed the five members of the committee were in favor of reporting the mccall bill and it would have been favorably reported but for the tactics of tho the republicans public ans in breaking the quo quorum this is a concise statement of the pro ce edings of the committee submitted comment |
