The bill as amended author-lies author-lies tho president to tease any coal land with a rojaltr of not more than 2 cents a ton and provides that the lands may bo withdrawn from entry after they nro leased, but not before. Tho amount to be leased to any onu porson Is limited to 25C0 acre. President Hoosevtlt wanted all coal land withdrawn from entry at once, regardless of w hither It bo leased or not, but tho general withdrawal Is strongly oprrbsed by western members, who aro not willing to havo any moro land go Into goveriimtnt reserves. |
