hold of the letters to which I 1 referred and I 1 send you a at copy of ot governor odelas letter to me of dec 10 1904 As I 1 am entirely willing that you should show this letter letterio to mr harrt harri man I 1 shall begin by repeating what you told mo be he said to you on the occasion last last week when your went to ask him tor for a contribution to the campaign laign you informed roo me that be he then Or expressed PreSSed great die dissatisfaction satisfaction with me and bald said in ir effect that so long ong as I 1 was at rt tho the head bead or the tho republican party or as it was was dominated by the policies which chich I 1 advocate and represent he would not support it and was quite indifferent whether hearal beat hughes or not whether the dem carried congress congreso or washington Du when I 1 requested him to raise tor for the republican presidential campaign which was then on well to see win so much for what mr ur liar said about abou tnie me personally says the president in concluding his first letter to mr air sherman par far more important tho the president regards the additional remark which mr ur sherman said mr harraman Harrl man made to him when he asked if he thought it was well to see Hearst ism and the like triumphant over the tho republican party you says the president inform In forni me roe that he lie told you that he lie did not care eare in tho the least because these people I 1 were crooks and ho he buy them and other similar re remarks marls this the president says was doubtless partly in boastful cynicism and partly in n of bad te temper tho the second letter to 11 mr r shern sherman an simply contain an addition to ahe he first any such statement ept Is a deliberate and wilful untruth by right it should bo be characterized by an ayen ven shorter and more ugly word I 1 never requested mr harriman Harrl man to raise a dollar for the he presidential campaign of 1904 on tho the contrary conr communications as regards the campaign related exclusively clu to the light fight being made against mr higgins for of new york mr harriman being immensely interested an in the success of mr higgins because he regarded the attack on higgins ag as being really an attack on him mr air Harrl mao and on his friend governor odell and he lie was concerned only in getting me to tell mr cortelyou to aid mr higgins so far as he could which I 1 gladly did he also 1 I think more than once urged me to promise to make senator depew ambassador to france giving mo me in detail he the reasons why this would help oo 00 Vernoi arnor odell by pleasing certain bg big financial interests said could not appoint chauncey 1 I informed him that I 1 did not pot believe it would be possible for me to appoint mr depew and furthermore expressed my aur surprise prise at his saying that the men ie representing presenting the big bl financial interests of new york wished that appointment made inasmuch as a number of ot them had bad written to me asking that th same game place be given to mr hyde and that as a matter of foot while I 1 was not prepared to announce any decisions decision I 1 doubted whether I 1 could appoint cither elthor mr that Is in n reality against mr harriman and mr friend governor odell A reference to the me flies filer of the new york papers at that time will show that there was a very extensive i bolt against mr higgins 0 on n the ground that governor odell had hm nominated him and that he had in pome mattery mattens favored mr harriman overmuch neither ground in my ju judgment dg being teri tenable able mr ur I backing odell and the eagerness he showed in la securing I higgans election was a matter of common notoriety loty and mentioned in all the papers notably in the new york sun on october 12 tar harriman wrote me rne 1 I am giving a very largo large part of my Contu oed ped on page three HARRIMAN WAS A CANDIDATE FOR UNITED STATES SENATE continued from page two time to correcting the trouble here and intend to do so if any effort on my part can accomplish it I 1 will take occasion the first of next week to run down to see you by that time conditions will have improved roosevelt to harriman 1 I wrote mr harriman the following ing letter which I 1 give in full oct let 1st 1904 my dear mr harriman riman A suggestion has come to me in a roundabout round about way that you do not think it wise to come on to see me in these closing weeks ot of the campaign but that you are reluctant to refuse inasmuch as I 1 have asked you now my dear sir you and I 1 are practical men and you are upon the ground and know the uie conditions better than I 1 do if you think there is any danger of your visit to me causing trouble or if jou you think there is nothing special I 1 should be informed about or no matter in jn which I 1 could give aid why of course give up the visit for the time being and then a few weeks hence before I 1 write my message I 1 shall get you to come down to als cuss certain government matters not connected with the campaign P you will eee see that thia this letter was absolutely sol incompatible with any theory that I 1 was asking mr harriman to come down to see me in my own owl interest or intended to make any request of any kind for help from him on the contrary all 11 1 I was concerned with in heeln seeing him was to know it if I 1 could be of help in securing the election of mr higgins a man fro whom I 1 had the highest respect and who I 1 believed would be as in fact he hag has been a most admirable governor had no idea of collecting money tho the tol following lowing letter will show that mr harriman did not have in his mind any idea of my asking him to collect money and that on the contrary what he be was concerned with in connection with my letter to him was tho the allusion I 1 made to the fact that I 1 would like to see him before I 1 wrote my message to discuss certain government matters not connected with the did not want to make a trip to washington unless it should be necessary that the only matter I 1 knew of which I 1 had any apprehension an 11 td which might be referred to in rio ayour ur coming message to congress is that regarding interstate commerce com merco and what the attitude 0 of the railroads should be toward it 1 I have communications from many men in the west asking me to take the matter up they having information as to what you propose to say in fa boyr message on that subject and I 1 am very apprehensive about it message could be sent harriman mr air loeb stated he be belig believed ved that part of fhe the menage could be ba sent to me and I 1 hope he lie will do eo so I 1 sincerely believe it would be beat for att aa interests that no reference be made to the subject and in any event it if referred to in such auch a way as not to bring about increased agitation it Is as you well know the conservative clement and the one ono on which e all rely which Is the ono one most seldom heard from this letter to me was crossed by one from which reads roads as follows strictly personal t nov 30 1904 my dear mr harriman mr loeb tells me that you called me today on the phone and recalled my letter to you of oct 14 in which I 1 spoke to you 0 u of a desire to see you before fendig sending in my message as I 1 wanted to go over with you certain matters and you added that you heard that I 1 had referred to the interstate c commerce commission that you regretted this and wished I 1 had left it out in writing to you I 1 had in tn view certain matters connected with currency legislation and had not thought of discussing railroad matters with etli you however if it had occurred to me I 1 should have been delighted to doi do BO so but if you remember when you were down hero here both you and I 1 were so interested in certain of the new now york political developments that I 1 hardly it if at all touched on government al matters As regards what I 1 had said in 14 my message about the inter abate commerce com merca commission while I 1 may say I 1 should have been delighted to go over it with you I 1 also roust must frankly say that my mind was definite 3 ly made up certain revelations connected with the investigation of the beet beef trust caused me to write the paragraph in question I 1 went with extreme care over the information in the question of interstate commerce before writing it I 1 went over the tho written paragraph again and again with paul morton who la Is of all my mv cabi abl 1 net the man most familiar with railroad matters of course and with root knox taft and moody Care carefully tully considered matter with cabinet 11 it is a matter I 1 had bad been careful caro fuli ly considering for two years and had gradually come to the conclusion that it Is unwise and unsafe f a or r me to leave the question of rebates where r e it Is now low and io to fall fail to give the interstate ter state commin commission sion additional power of an effective kind in regulating those these rates let me repeat that I 1 did not have IWO this question in mind men I 1 asked you to come down but that 1 I should most gladly have talked tallied it over with ab you it if it had bad occurred to me to do BO 00 but as a a m matter atter of fact act when you did come dow down to soe see me you and I 1 wore were 1 both so engaged agad in tj the 1 e now new york political situation that we talked of little olbo else and anally final that tho the position I 1 havo have taken hag has liot ot been taken lightly but after thinking over the matter and looking at nt it 0 from different stand points lor for at ecat two years and after the most careful consultation consul consula atton |
