should it become a law will be to delegate authority of the state in the matter of bestowing degrees while according to the terms of the bill an examination is to be made into the financial resources of any institution applying for incorporation no provision is made for tests as to the facilities cili ties of instruction the qualifications of teachers or the scope of the courses offered for which dearies are promised in other words the setting apart of to the work of the school is made the sole condition on which the state binds itself to give its sanction to the bestowal of degrees even for the work of instruction on a very limited baale the endowment sum of is in my judgment entirely inadequate representing as it does a possible income of from to per year enough to meet the salaries of proportionately cheap reputation it is a question of grave importance as to whether granting to private and denominational institutions state authority for the conferring of degrees in any form Is county in ahn detate bill 78 was taken up as the special order of the day mr gritchlow offered the following resolution the question of the payment of court costs that it bo the sense of this house that house bill no 78 be amended so as to provide as follows to bif that each county shall in alie first all mileage of all jurors and all mileage of witnesses in criminal and all fees for per diem attend ance of witnesses in criminal cases ami the per diem 0 all jurors but of these the county may recover from the detate upon a aft orn itemized statement made by alie county treasurer and county auditor all sums paid out for attendance and mileage of witnesses and jurors in criminal and in cases the litigants demanding a jury shall keep on deposit each day the sum of sixteen dollars to cover jurors per diem that each county shall bear the entire expense of summoning all jurors and alt witnesses in criminal cases in the district court and all expenses of preliminary hearings and of all witnesses summoned before grand juries that the county shall pay all expenses connected with apprehension and detention of criminals up to the time they are brought to the stale prison that the state the bill reads as follows section 1 that for the purpose of encouraging the cultivation of the root as a tanning material in this state a bonus of one dollar per ton shall be paid on the first twenty thousand tons of root produced by cultivation in the state and used in this bbate for the manufacture of leather any person firm or corporation that in tends securing the bonus or any part thereof herein proffered shall before ach years planting notify the secretary of state that it is the intention to plant and cultivate a certain number of acres of land for the purpose of raising canniere roots describing in said notice by united states survey the land to be thus employed and the secretary of state upon having presented to him a duly verified statement setting forth that a certain quantity of roots were produced by cultivation by the person firm or corporation named and on the land described in the notice herein provided for the said statement being substantiated to the satisfaction of said secretary of state by affidavits of the purchasers and users of said roots that they were purchased tor and used in the manufacture ot leather in this state is hereby authorized as the special order the question being on mr Critch lows resolution offered this morning and given in the foregoing report mr opposed the general tenor of the resolution as did mr robinson who eaid that the amendments proposed and withdrawn by dark on tuesday were better suited to the needs of counties mr critchlow thought that while it might bo proper tor ft few gentlemen to get together and formulate amendments to their own satisfaction those members who were not in the confidence of these gentlemen must necessarily debate each separate amendment as it came up the adoption of some such resolution as this will save time and get the sense of the house mr robinson offered amendments formulated by the members from the outside counties as to the payment of court costs mr critchlow these amendments that the gentleman has advanced are the magnificent result of the caucus of the alfalfa club it is a very beautiful idea you want a few counties to bear all the burdens of the state for the benefit of a few counties in the southern portion of the state I 1 had beard that it was proposed in return to pay half of the salaries of the sheriff and county clerk of the populous counties now even that crumb of comfort is to be denied them this alfalfa club under the leadership of the gentleman from wayne mansfield proposes to dominate all legislation to be enacted in 1894 the total property of wayne county assessed was and the county paying taxes on ania stupendous amount proposes to legislate tor counties paying taxes on millions I 1 understand too that officers cannot be elected iu wayne county except upon a pledge to keep down assessments below the proper and just amount salt lake county people would have been glad to sell their property for the amount at which it was assessed the more business a county does and the more fees and revenues a county has the further you want to plunge it into debt country members have on the floor of this house rel at salt lake county because of her big debt but you dont want to give her a cliance to get out of debt my republican colleagues who have joined in this alfalfa scheme cannot the responsibility of legislation from their shoulders in this manner what will my colleagues from weber stevens and summit beard say to their constituents when they face them after taking the stand they are on this matter go ahead with your scheme it ia an abominable outrage that is all I 1 have to say THE COUNTY BILL the fight in the att moon was over the various amend bonts offered by the alfalfa club to the county bill and mr resolution the critchlow resolution provides at the tees from the sheriffs office go 0 the treasuries of the various coun ilea air robinson moved to lay the resolution on the table carried 23 to 19 cocory mr robinson moved to insert in line 3 section of the bill so to read that the fees of the county clerks shall eo to the slate treasury opposed vigorously by harris of weber and after considerable debate the motion was lost it was moved to take the critchlow motion from the table the moi ion prevailed mr robinson then moved to amend the resolution BO that one half of the salary of the county clerks be borne by the state mr bolitho moved to amend mr robinsons motion to include the sheriff braes mr gritchlow said that he had been informed that in bome of the counties they could not pay a sheriff without hardship he would therefore move to strike out the county clerk he could support alio motion for one sheriffs salary mr critch lows motion was lost on a vote of 20 to 21 the substitute was adopted on a vote of 23 to 15 recommitted RE COMMITTED mr maughn moved that the bill be re committed to the county committee mr critchlow moved to associate the judic ioury committee
