desire however to congratulate the people upon the saving which this administration lias made for atie city during the arto 2 years of ita control amounting in round numbers to over 1893 by tie annexed statement we feel proud of thi j achievement and believe our administration compares motet favorably any with which ogdan has been inflicted during all the ears of her existence among all other responsibilities in alie administration of municipal government the duty of guarding the public stands paramount the report of the city physician shows that aside from alie and scarlet fever epidemic which lasted about five weeks october november and into t gab y tar has been an rim eulaa of the sanitary bani tary department whilst sometimes a temporary inconvenience are not oppressive and for alie public welfare should be rigidly enforced and it might be in keeping here to suggest that every property owner should see to it that all garbage stagnant waters weeds decaying vegetation kept in comfortable condition and repair it is not only in the interest of municipal economy but a duty we owe to suffering to maintain an institution of llna lind that the unfortunates who are without jurans to combat dibiasc disia sc and accident when overtaken be given every care comi ait oit and medical attendance possible recently there has been considerable comment by citi wn as to ahn proper of thi cites funds aly on deposit to kwet payments of interest and maturing bonds amounting to a large flum now I 1 ing dormant and inactive in alie treasurers treasur ers hands if legal methods be do sized authorizing alie treasurer to e ceide interest on funds loaned to call cueli interest to bo turned into the city treasury acme revenue might be obtained in this way and the state legislature should be importuner importuned to enact a law allowing thia to be done in order to provide some additional source of revenue I 1 believe alie merchants license should be revived an adjustment of alie rates of the old ordinance formerly in force relative to thia character of license should be carefully gone over and such aratea established as in your judgment seems just and impartial in former years about twenty thousand dollars per year was derived from this source alone which if added to the citha revenues would materially aid in freeing us from debt adequate protection of life and property is also one of the principal functions of a municipality our city will compare most favorably with cities ot even greated population in the matter of firu protection our fire department is probably one of lie best in the west aided aa they are by sufficient water pressure and alie bicsi equipments and appliances the record of this department for splendid work ia probably un west of the missouri river the expense of our police department falls tar below cities of like size although we are the dumping ground of the crook element from the tour points of alio comp ii yet we have through the efficiency of the chief of police and the vigilance of his able assistants been comparatively free from holdups hold ups burglaries an d other crimes few days kaaa that I 1 am not called upon by citizens from various of the city to supply them with police protection but the scattered condition of alie city over a large area ia a to such ap without creating a very increased expense which burden at present alie city ia in no financial condition to bear little or no improvement has gone on with city property streets bridges etc this department is a popular target for criticism and every official directing something to bo done for the betterment of the city at large incurs the bure of some who considers his own selfish interest pam mount to the public good I 1 believe alie incoming council should carry out a general overhauling r of sidewalks repairing the old ones and building new ones in the business portions of alie city and compel the observance of all ordinances relating to sidewalk lor in many places they are in a deplorable condition not in keeping with a city of this size I 1 also wish to call attention to petitions from property owners applying lor the opening 0 new streets thus affording access to and outlets from property in some instances these new streets involve no expense to the city and I 1 believe where a majority of abutters off alie street to be opened fisli to open at their own expense they should bo allowed the privilege of doing so without protest I 1 furt lier call attention to the condition of the sewer outlet or rather the river bend above the outlet unless something is done in taft near future to rip rap with rock and braih the ground adjoining alie outlet where the river bends much damage may result by the caving in of the work making it costly to repair steps should be taken to protect this important improvement as soon as possible in conclusion I 1 wish to say that during the two years of mv administration the union pacific and rio G rande western kail tt ay companies have always responded to my appeals for charita for tho poor of our city in a spirit of liberality and cheerfulness as well aa given aid and assistance in alie way of transportation por tation to many worthy people who were stranded and without means to reach their destination the southern pacific has also been very generous in this latter respect by the humanity and liberality of all the roads ogden city has been relieved of burdens which would have been very costly and hard to bear by reason of the great number of stranded people who are sent to this point by the different cities and cowna east and west in order to get rid of them expecting expect inc us to provide a way to bend them to their destination in behalf of
