One of the most closely guarded secrets of the war to date was the arrival of Soviet Foreign Commissar Commis-sar Moltov in Washington follownng his signing of the Russian-Great Russian-Great Britain 20-year Pact in London. During his stay here Moltov discussed creation of a "Second-Front" with President Roosevelt. Disclosure of his visit was made here last week after the Foreign Commissar had returned safely to Moscow.
