Show 0 national topics interpreted by william bruckart national press building washington D C washington washing ton president roosevelt has submitted to congress a list of th legislation h he e lays out work deems noces for congress sary to have passed before the present session adjourns he has divided it into two categories roust and desirable if congress enacts only the list of must legislation and passes over the other group of bills which the president considers desirable it Is made to appear that tile the membership of the house and senate Is due to suffer some of the torrid temperature and the uncomfortable humidity of a washington summer the president said he must have legis lation extending the Nati catlon onil il recovery administration providing social security eliminating public utility holi hold ing companies increasing the loaning power of the home owners loan corporation extension of the so called nuisance taxes which expire by limitation of law on june L SO and revision of the banking laws in addition the resident president made known that he would like to hae enacted legislation to the profits out of war whatever that may mean lie he previously had sent a moss mes sige asking enactment of a law providing for expansion of the american merchant marine through the use of ship subsidies and he also desires to hive have enacted legislation setting up machinery for the settlement of labor disputes this legislation Is in the congressional hopper in the form of a bill by senator wagner of 0 new york the president would like to have amend amendments m ants to the agricultural ad act in order to eliminate some of the weaknesses which the AAA people admit exist the airmail contract situation Is another matter with which mr roosevelt has been concerned seasoned observers recognize that tills this list of must legislation not to mention the desired legislation Is sufficient to keep congress grinding away far into the summer they recognize likewise that if the desired legislation later becomes of such concern that the president wants to place it on the preferred list its as well the membership of congress must be prepared to forego summer trips of any kind since a good many mein members hers of congress have grown tired dred of bein being called rubber stamps pets of for the their own tion they naturally ha haie e turned fumed attention to legislation which they think will be helpful to their own bailiwicks baili wicks to themselves personally or from a party standpoint thus there have been I 1 promoted numerous pieces of legislation le isla for which some individuals at least entertain greater fervor ilian than they do for measures that were draft drafted eLl by president Roosevel ts official family and transmitted to congress as administration legislation it Is the general observation that an individual representative or senator frequently will III go much further in fighting for legislation that Is his own brain child than for legislation placed before him on a silver platter such as administration proposals have blen been consequently individual or group measures are constantly cluttering up house and senate legislative calendars this Is a factor meaning delay for administration bills it is to be remembered its as has been reported in these columns that mr roosevelt Is unable to ward off criticism of some of his proposals indeed there have been democratic criticisms and democratic opposition to a greater or lesser degree to all of the legislation he has proposed since con gross gress colv convened ened last january all of which Is by way of saying that congress faces weeks of committee work and floor debate despite the fact that the house democratic loaders leaders still retain rather solid control of a sufficient majority in the lower louse house of congress to drive through any pet measures tor for the ad administration minis t ration in the senate the situation Is decidedly different included in the legislation being fos by individual members Is the alie bill that would permit cabinet officers to appear on the floors of congress for questioning and explanation such as occurs under the british and french parliamentary systems the administration does not want this bill it will have to exert some pressure to avoid passage the reason Is that the roosevelt administration Is no longer one in which the cabinet is dominant cab inet officers are only part of the scheme and if congress wanted to inquire about the handling of relief money which it probably will desire it must talk with administrator hopkins mr Is not in the cabinet tile same Is true of and to some extent to the AAA although secretary wallace of the department of agriculture theoretically Is a superior officer to administrator davis the administrator Is definitely opposed to the passage of bonus legislation for the former soldiers sailors and marines art and it looks like a presidential President lal veto will be necessary there the same Is true of inflationary apropo als of holcli there are many the sitt situation latiIn is one therefore in which mr air ro Kuo 0 evelt tevelt must be constantly on his guard guar d to prevent action which he does not want as arll ns as being bein fortified fortl fled at all tit times ties pressure to put through the legisla iiii he lias has described as necessary thu it Is seen he Is confronted with mun many 1 complications which did not bisturti dist rh him in the first two sessions of 0 efm xeva deal congresses and these compiles compile eions me moan an a longer life for the we cut rent session of i let us examine the status of the legislation which the president all t m te be passed the some f must outlook Is something legislation like this the extension afi of the national recovery administration Is still far off senate hearings are ar just ended an and d the house Is still fw fur ther behind no action can be expect ed cd in either body for several weeks the present law expires june 30 10 recently mr roosevelt sent to congress a acry cry bitter message de denouncing public utility holding companies compan iea and de manding demanding legislation eliminating them from our economic structure the tha house committee considering tills this legli lation is just winding up its hearings hea rines and the senate committee which wilt liae hac jurisdiction has no action at all it must be said that a hard hara fight Is in prospect if find and when tills this leTi legislation reaches the stage of debate because investors in these companies are not going to have their equities destroyed while they sit idly by these investors are doing more now ilow than just making faces at congress and the volume of letters which members I 1 are receiving in opposition to the holding bolding companies legislation transcends aria an thins thing that ever has happened in baths laths the memory of this correspondent the banking legislation which ur mr Roo rooseselt has proposed or which wu was proposed tor for him by governor eccles the new deal and radical governor of the elie federal reserve board is faced with opposition equally as bitter anil and as well organized as that conf confronting routing 1 the holding companies bill it can be said that opposition to the banking le legislation Islat lon Is even stronger because in that fight the president will be opposed by senator carter glass of virginia Virgin la who must be regarded as the most virulent of all the democrats in the senate the house banking committee has about done its job with hearings on this bill but the senate committee where the full force of I 1 the glass opposition will be felt has not even set a date for committee consideration the social security bill about which mr air roosevelt has done much talking because it is distinctly a reform measure has finally been re drafted in the 1 house while senate leadership asun Is unable to get together on any policy respecting it some senators want to 11 split up this bill an and pass the section providing for old age pensions allowing it the other parts of the bill to tile dio r a slow death II 11 the legislation to increase by 1 the loaning power of the home ir owners loan corporation probably win will k get through the senate without much it more ado the house passed the bill because it could not do otherwise with andl bidual members realizing that t there was a chance that some of this k money would go into their particular it districts included in this bill Is a line that promises a good many hundred jobs for politicians and it Is natural that the party in power Is not going to overlook this possibility 1 there remains on the must list 1184 then only the proposal to extend the nuisance taxes which expire at the end of june it Is probable that the bulk of alliese levies will lie be accepted by congress as necessary one cannot fall fail to ID tramp tramping hig around k
