meeting as follows to consider amend reject or ratify the proposed revision of the laws of the state of utah as heretofore prepared ire pared and printed by the code commission appointed by the supreme court of the state under the provisions of chapter 10 laws of utah 1917 and chapter ST 37 laws of utah 1929 arid and the proposed amendments thereof by the utah legislative code committee under the provisions of chapter 01 61 laws of utah 1031 1931 nna and the proposed amendments by the said utah legislative code committee of the laws of utah not included in the revision by the said code commission under un d er the provisions of chapter 61 laws of utah 1931 11 the hie magnitude of the task which t the he legislature to Is attempting Is shown own by the tact fact that the work of the code committee appointed to prepare the new code covers over 1400 pages of a book ench each page of which Is 7 by 11 inches in size else and a proposed code covering over 1300 additional pages this proposed code Is not the exact bill that the legislature will be called upon to pass it does docs contain the probable language of the bill and also the annotations history of each section and in fact the codified law as it Is proposed they shall be printed the history I 1 of each section in the codes of civil and criminal procedure Is given but the voluminous annotations of interest to tho the bar have not yet been completed and were not included in the past when a member of the legislature desired to change a law of utah lie had to look for the amended law not only in the complied plied laws of 1917 a ponderous volume but also in the laws passed by each legislature since 1017 including seven regular and two special sessions even then he be la Is not certain of his legislative work since at present the same subject Is often treated in widely different parts of the complied compiled laws once the code has haa been adopted future legislation can be ladeby made by reference to of the joint committee on an procedure tor for consideration of 0 the proposed code rev revision Islon says t we recommend that the following procedure in connection with the consideration of such code be followed that the several titles in the proposed revised code be referred to the appropriate standing committees of the house bouse and senate enate that such committees give proper opportunity for public hearings on matters of revision to which objection Is made that changes to be made in the proposed code revision be limited to such changes as may be nece necessary asa ry a to reinstate existing law where reinstatement Is desirable ab b to restore existing law which has been changed in the proposed revisions where such change Is objectionable c to eliminate any new mat ter it if found objectionable whether the proposed codo code revision Is being railroaded al and carries concealed in its more than one thousand pages of bills hundreds or thousands or only five or six matters that deserve legislative attention and decision and whether or not special interests are attempting to ring in the old joker Is to be thrashed out the work of the special session has been to appoint committees to study the proposed changes giving the various committees certain laws lawa as their special work in addition public hearings have bave been set tor for all protested matters in the code which are of record to date it if other protests are made hearing dates will be assigned to them it Is expected some time early li la 3 the regular session possibly in th third or fourth week the retia revised code will have been adopted and the regular session will be able to take up the volume of work which it will have bava to perform in some quarters it Is believed that t this his meeting of the legislature will rill go down in history as one of the most important since utah became a state duo due to the prevailing depre depression it Is contended that the fulling falling tax returns will find the facing questions question that will compel very drastic action some of the changes propos proposed edby by the new code that are of interest to all citizens are that elective auditors in the first and second class cities and county auditors in counties with tin an assessed property valuation exceeding 20 million dollars may not serve more thin than one term changes in the
