Show REGIONAL MEETING DRAWS OFFICIALS FROM 3 COUNTIES after a comprehensive survey the state tax commission Is convinced that on the whole real estate and improvements are not assessed in excess of their cash values members announced here tuesday the announcement was made as the commission formally opened its campaign for an equitable assessment of tangible property in utah in 1932 assessment of the taxes was already well under way when the state legislature fixed the increased powers of the central state taxing body in accord with the becent ly amended state constitution so far as tangible property is concerned the results in 1932 will ill tie be the first xeal real test of the enlarged authority auth oAty to administer and sup edvise the tax laws of the state the state commission was careful to emphasize that it could hardly expect to get gat anywhere even with its enlarged powers without cooperation of county officials fici als and its members asked that all join forces in bringing about the equalization of taxation the response appeared spontaneous wholehearted whole hearted and practical instead of being statewide as formerly the meeting of tuesday was sectional attended by ases sors commissioners and other officials of summit unit morgan and I 1 wasatch Va satch counties all upland area and with ith somewhat similar tax problems E H snow chairman and R E hammond and 11 P Leath leatham aln members of the state commission who conducted the Co alville meeting went to ogden at its conclusion to conduct a si sectional meeting there at the hotel bigelow on wednesday with weber bals dals box elder cache and daggett invited friday salt lake utah and too ele county officials will meet at the state capitol As the plans of the state commission tor for the coming year were unfolded or developed at the sessions tuesday the following other announcements were made with the cooperation of the county officials as much work as possible will be done before and during the assessment period to iron out inequalities and extremes in individual cases of these assessments when the series of conference begun tuesday and to continue through the next two weeks is completed the commission expects to be able to recommend kalua eions on pe pennal property which are on the same basis as hose of real estate and ampro cements emen ts assessment rolls tor for 1932 soon to le placed in the hands of the assessors ses sors will eliminate all reference to intangible property now exempt from ad valore caloren n taxation by legis dative act sheep hitherto assessed in two classes will become one in the pia ses thus vacate space will be provide for valuation I 1 of dry farm lands poultry and household furniture A new taxpayers jr ir enchants ex chants will call ifor information in much gre greiter ter del dell thai was hitherto required I 1 county amsl assesses assess eslis ns are urged to employ on special work throughout I 1 the county deputies especially ad apted for that work the SOM same le niam man for example in hi the opinion of the commission should assess merchandise and other improvements and so on this plan must be adopted t to 0 the size of the county the commission sees no more reason tor for coun counting tinga a herd of cattle as 60 or 75 than would be for saying there are 60 or 75 acres in a loo acre farm to undercount livestock in the opinion of the commis slon is unfair to the agrarian the COMM commission assion will insist that taxes be made no personal property a lien against real al state estate unless is worth it it will the real estate discountenance for example asses ing personal property against real estate on whir which 11 the taxes are al ready delinquent th the h the commission urges that and title tax lien be foreclosed quieted to the county in ill property immediately after the expiration of tha tour four year redemption period permitting a delinquent occupation of property over a period of ten or twelve yea years Is held unfair to the man who Is paying his taxes the policy of the commission Is and the legislature may be asked to provide that no settlements for less than nan the full amount of delinquent taxa axes penalties and costs be permitted except where the property I 1 Is not worth the full amount no exceptions exception not permitted by the state constitution will be coun ced the commission will ask for a a list of all property exempted from taxation with the reason in each case I 1 I 1 since the assessed value of realty la is closer to the actual value this year than last it follows that proba bably bly automobiles will be assessed at af a higher ratio of their blue b book ook value than was the cue case last spring tile the commission will meet with summit county officials december j 14 to reclassify grazing lands lor for assessment purposes similar mooting meeting will be held with morgan county of officials later |
