OIA nautical saying the old phrase devil to pay and no pitch hot probably Is a corruption of the nautical expression hells to pay etc hell in this case being a portion of the hold of a smack left partly free to access of sea water in which freshly caught fish were thrown and thus kept alive it was of course highly important that the bulkheads around hell should be kept watertight water tight and this Is done ly by caulking with oakum and paying with lot hot pitch as in the outer seams of a vessel
