FORTHE I t THE DUTIES AND RESPONSIBILITIES OF SAID COUNCIL COUNt COUN COUN- N I t i CIL ON AGING f 1 BE IT AND IT IS HEREBY Y ORDAINED BY THE CITY COUNCIL OF THE CITY OF MANTI SANPETE COUNTY UTAH AS I FOLLOWS t SECTION 1 Due to the great Interest in the City of Manti Mantl I in Improving developing Coordinating and strengthening all programs concerned with a rapidly Increasing aged and aging j population and to more fully utilize the potential of our older I citizens their skills their wisdom and their experience the j City Council hereby creates a Mantl Manti Council on Aging hereafter hereafter hereafter here here- after referred to as the Council on Aging SECTION 11 11 PURPOSES DUTIES AND RESPONSIBILITIES I OF THE COUNCIL ON AGING 1 Serve as the successor to all functions of diverse groups left without authorization at the formation of the Council on Aging I 2 To promote and develop programs to interest and 1 provide for the welfare of Senior Citizens 3 To cooperate with the Utah Division of Aging and also I both public and private companion agencies on the County State and National levels to more effectively meet the needs I I of and provide opportunities for older persons I 4 To integrate the activities of such other groups with i the kindred aims of providing opportunities for senior adults I of volunteer or paid services to the community and to their fellow men and for opportunities In educational service recreational and social pursuits I 5 To be aware of and Interested in the as aspects and needs 1 i of the aging to prom promote te appropriate public relations endeavors I and to coordinate activities and fiscal management I 1 6 To seek out resources at the local state and national i level to provide services to the aging adult I SECTION ORGANIZATION The Council on Aging shall consist of 9 regular voting members representing different groups or agencies public or private associated with services to older people such as Family Services Welfare Health Education Community Action Community Services Council I Churches Extension Service etc with at LEAST TWO memI members members mem mem- bers being lay citizens past age 64 officio Ex members without without without with with- I out vote shall be he the director supervisor of the Senior Citizens' Citizens I programs and the president of the representative senior citizen i club organized under the auspices of the Council on Aging 1 Voting members shall be appointed by the City Council by resolution or by minute entry who may follow the recommendations recommendations recommendations of the Council on Aging Appointments shall be effective June 1 I 1970 Vacancy appointments will be for the 1 balance of the term of which the appointment was made 2 The first appointments are to be staggered as follows j 3 members appointed for 1 year ending August 31 1971 3 members appointed for 2 years ending August 31 1972 3 members appointed for tor 3 years ending August 31 1973 Thereafter all replacement terms for three years 3 Officers to serve as the executive committee to be selected from among the Council on Aging and appointed by bythe bythe the City Council consists of ot the following Term of office one ye year r and not to exceed three consecutive terms Chairman 1st Vice Chairman i 1 4 Members of the Council on Aging shall m meet et regularly I I once each month or in special session as called by the chairman 1 and are to be uncompensated except that they may be reimbursed I for tor actual expense Incurred on behalf of the Council on Aging Secretarial services for the Council shall be provided by the secretary hired by the director of the Senior Citizen program 5 Any member of the Council on Aging may be removed by bythe bythe bythe the City Council for tor cause Any member missing more than 3 consecutive meetings without cause shall be considered re removed moved 6 Program personnel shall serve by approval of the Council t on Aging The Council shall provide job specifications description for all positions The Council shall hire Director a. a on Aging a Project to administer and coordinate approved programs In the y City r b. b The Project Director shall hire a secretary and other i necessary personnel on approval of the Council on Aging w c. c Bookkeeping services will be provided by a regular employee of the City Finance Department t- t d. d The Project Director shall fill positions and develop 2 and provide opportunity for volunteer services b by Y qualified senior citizens as much as as possible e. e The Project Director shall shaH work in close cooperation Y Lion tion with the Senior Citizen Club SECTION IV BUDGET A budget shall shaH be established annuallY an annually annually an- an by the City Council on recommendation from the ManU Mantl Council on Aging It being the desire of all concerned that r this Council on Aging be Independent and sufficient self insofar s as possible and subject only to a minimum of control and supervision of the City Council I Moneys collected and expended shall be accounted for annually by the Council on Aging and shall be audited by the City Auditor before approval
