Zoning Ordinance passed by the Manti ManU City Council on the day of February 1971 FOR fD j 0 I establishing z zones within Manti City City City Ci Ci- ty and providing regulations within within within with- with in said zones shall be approved AGAINST 0 by the citizens of Manti ManU Utah 1 If the voter desires to vote in favor of Proposition No 1 he shall place an X In the space after the There are many reasons why the citizens should approve the Manti ManU City Zoning Ordinance Space will only allow us to comment on a few of oC these 1 A Zoning Ordinance Is necessary to orderly growth for Manti City The last census report reflects a nominal growth over the thelast thelast thelast last ten years From a period of more than thirty years of declining population It appears that we now have reversed the trend and growth is beginning What does growth mean It means an expanded tax base with more services being performed by the City It means a chance for the young people growing up In Manti ManU to stay and raise their own families without being forced to the metropolitan tan areas to make a living This further means a local use of ot the talents energy and Industry of the people who in the past have left ManU Mantl for areas of greater opportunity But growth If it Is not to suffocate in its own dust must be orderly and planned A Zoning Ordinance Is a step In insuring that the growth will be orderly If ManU Mantl is to have a chance of attracting further Industry it must have a Zoning Ordinance A cheap labor market Is not the only criteria used by industry seeking relocation or ex expansion expansion expansion ex- ex sites Such an Industry must be assured that Its business business business busi busi- ness Interests will be protected and enhanced by the area it locates in in Zoning Is an effective means of achieving this Most industries in expanding or relocating want an area with witha a Zoning Ordinance for their own protection 2 Zoning Is essential to obtaining government grants for tor future municipal Improvements Periodically every municipality faces the problem of ex expanding expanding expanding ex- ex large sums of money for municipal Improvements Such Improvements may be upgrading a water system electrical electrical electrical elec elec- system or any number of other public Improvement projects Today's Today s rising and soaring construction costs make any kind of public Improvements virtually impossible without some form of federal grant money While many may shudder at the idea of federal aid in plain fact large scale public Improvement Is largely impossible v without It if Past experience has further shown us that federal grants are given where the federal government feels that the most benefit will result and one standard used by those officials controlling the granting of federal aid is whether the municipality municipality municipality seeking the aid is growing and is likely to grow They place much emphasis on whether the municipality has a zoning ordinance In determining the likelihood of growth Therefore while a zoning ordinance is not necessary to obtain a federal grant the existence of such an ordinance dramatically Increases the chances of obtaining one Needless to say with public improvement chances for growth of any significant amount are almost nonexistent 3 A zoning ordinance Is essential to protect property values The recent growth within ManU Mantl has created a minor land boom and lately property which was considered of nominal value has appreciated In price This has generally been to the benefit of the land owner Also time has changed the character of the use of land within ManU Mantl City Over the years with the modern technological advances the use of land in Mantl Manti has changed from residential agriculture-residential use to a mainly residential residential residential use Modern technology has made it possible for the person engaged In agriculture pursuits to make his livelihood almost completely divorced from his residential dwelling It Is no longer necessary for him to maintain l his s horses and domestic animals within the City limits as a necessary measure to get getto getto getto to and from his farm All this has changed the complexion of ot Manti Mantl which has In turn helped to appreciate property values for residential areas Zoning Is a practical means of insuring that the value of a mans man's property is not destroyed for residential residential residential use by the Indiscriminate use of adjoining property by
